Promotional Coordination Committee IPRESENTA TIONS At this time, representatives of the Community Promotions Contractors will provide highlights of contract activities undertaken in the past month describe how activities are accomplishing Tourism Marketing Plan Objectives and seek direction from the PCC when necessary regarding contract fulfillment. 1. SAVOR THE CENTRAL COAST Josh Heiser will give an update on the event. 10 min 2. SALMONID RESTORATION FEDERATION -2011 CONFERENCE 30 min The organizers of the conference will ask the committee for funding to hold the 2011 conference in San Luis Obispo 3. CONTRACT UPDATES 30 min The Chamber of Commerce will give a status update on its contractual obligations with the City and the status of the Tourism Center retrofit. [ BUSINESS ITEMS 1. Conner/Babb to approve the consent agenda as presented. Motion carried 7:0 PRESENTATIONS 1. CONTRACT UPDATES Verdin Marketing Ink., Account Manager Cary Wall reported on the Mothers' Day promotion for ShopSLO/DineSLO. The campaign started with email blasts and spots on two radio stations. Flyers were distributed to the merchants by an Intern. 15 merchants updated their profile and 10 establishments signed on for the first time through this effort. Facebook saw an increase from 86 to 245 friends and Twitter followers increased from 45 to 51. In June the contractor will present the final campaign plan for 2010-11, but Cary did share a preliminary plan at the meeting. Chamber of Commerce Account Manager Lindsey Miller handed out the brochure that the committee had commissioned. She had taken it to National Train Day and will continue to distribute at all events she will be present at. She reported that Style Magazine from the Bay Area placed a SLO article in three of its seven publications. Lindsey is in contact with Wine Spectator since the magazine is updating the website and plans an article on SLO. The City will be included in a German travel book on Highway One and Away.com is planning a trip to SLO. SSC and SSC World (Across the Pond) will feature a 30-minute segment on SLO. Chamber CEO Dave Garth updated the committee on the upcoming seismic retro'fit of the Visitors Center as the deadline was set by the City Council for July 1, 2011. He mentioned that the Chamber will try to stay at the current location due to its proximity to the Mission. BUSINESS ITEMS 1. GRANTS-IN-AID (GIA) PRELIMINARY RECOMMENDATION GIA subcommittee member Sasha Palazzo reported on the discussion at the subcommittee level and how its members determined the guidelines they wanted to pursue in this year's grant cycle. These guidelines were especially important since the funding requests amounted to $263,800 compared to the $90,000 available budget. However, in its definition, the subcommittee took Council comments from last year's funding cycle into consideration. The following criteria were applied in addition to the standing funding criteria: -organizations that did not attend the mandatory meeting on February 10, 2010 were not considered. new applicants were given priority if they fulfilled the overall grant criteria. longstanding applications were reduced by 1/3 if no new components were introduced. The committee recommended continuing the reduction in future years and eliminating funding altogether within three years if no new components or features were introduced. The committee wanted to make sure that organizations tried to grow their events and/or reach out to different audiences for the enjoyment of all. However, they did not feel comfortable eliminating the funding abruptly. -Applicants with anniversaries were given a bonus amount of $1 ,000. The committee went over each application and recommended amount, so the subcommittee could address its decision organization by organization. ACTION: Moved by J. Conner/Rizzo to approve the preliminary recommendation for 2010-11 GIA funding as presented by the subcommittee. Motion carried 7:0 2. 2010-11 CONTRACTS -PRELIMINARY RECOMMENDATION Commissioner Davis reported that the task force is still discussion the recommendations. The item was continued to the June Regular Meeting. PCC LIAISON REPORTS No reports where given. PCC MARKETING SUBCOMMITTE No meeting was held. TBID BOARD REPORT Commissioner J. Conner reported that the T810's budget discussion came to a hold due to an increased funding request from the VC8. The budget task force was asked to convene and return with a new recommendation. PCC COMMUNICATIONS Staff asked the committee whether it would entertain a presentation by the Federal Sal monic Association that would like to hold its 2011 conference in San Luis Obispo. The committee agreed to hear the item in the June 2010 Regular Meeting. Staff reported on the commissioned historic walking tours. The main tour is nearing completion and might be ready at the June meeting. The Railroad District tour will be introduced during the Central Coast Railroad Festival in October. The "Hidden SLO" tour is lagging a bit behind, but should be finalized by the end of the year. Meeting adjourned 6:35 pm Promotional Coordinating Committee Special Meeting Minutes Wednesday, May 26, 2010 5:30 pm City Hall DRAFT CALL TO ORDER: Chair Terry Conner 5:00 pm PRESENT: Babb, LeMieux, Davis, Palazzo STAFF PRESENT: Brigitte Elke, Principal Administrative Analyst 1. CULTURAL ACTIVITIES -GRANT FUNDING 2010-11 The PCC Chair introduced the special meeting and welcomed the representatives of the 19 organizations present. He introduced Lindsey Miller from the Chamber of Commerce who will help the GIA funded organizations with the promotional outreach through the City's events promotion contract with the Chamber. He then turned the meeting over to PCC and GIA subcommittee member Palazzo who went over the preliminary funding allocations and committee decisions. She reiterated Council's direction from the 2009-10 funding cycle and the new guidelines the committee therefore established. The following guidelines were highlighted: organizations not attending the mandatory meeting were not considered production cost and staff time was not eligible for funding An organization is eligible for two years of full funding within grant criteria. From the third year on, the grant amount will be reduced if no new elements or growth opportunities are presented. Each organization had the opportunity to address the committee and discuss the allocation. All representatives thanked the committee and the City for the continued support and annual grant opportunity. The representative from Central Cost Clean Cities Coalition mentioned that the grant application will not come to fruition as planned due to the Savor event not happening and Central Coast Magazine being out of business. However, the members are working on a collaboration between several cities in California that promote similar programs to encourage car-free travel between those cities. The PCC encouraged the representative to come back to present the new program to the PCC under events promotion once a concrete business plan is established. Opera San Luis Obispo had provided a letter prior to the meeting that informed the committee of a programming change the Opera board decided on one week ago. The opera was moved from October to March and will collaborate with the International Film Festival. The committee considered the new data and found that the event remained the same and that the collaboration factor, already strong in the previous proposal, was even more developed in the new proposal. In addition, the event is now happening in a traditionally slow season for San Luis Obispo that will greatly benefit from such events. ACTION: Davis/Palazzo to maintain the current funding for Opera San Luis Obispo based on the new information presented. There were two new restaurants that established profiles on DineSLO, bringing the total to 27. We now have 12% of merchants and 14% of restaurants enrolled as members on the sites, which is continuing to grow at a gradual, but steady, pace. Advertising Outreach efforts included promoting the websites by encouraging more merchants and restaurant owners to create logins and profiles on the ShopSLO/ DineSLO websites to promote Mother's Day specials for the month of May. Flyers were passed around to store / restaurant owners throughout San Luis Obispo reminding owners of the websites. Radio clips are running from 5/5 -5/9 to encourage customers to utilize the ShopSLO/ DineSLO websites to help with Mother's Day shopping this year. Social Media ShopSLO attracted 407 new friends on Facebook in May, bringing the total to 542 friends and a total of 11 fans or "likes". DineSLO 1 new friend and 2 new fans, bringing that total to 46 fans or "likes". ShopSLO has five new followers on Twitter, adding up to 53 total, and DineSLO has a total of 75 followers. Verdin Promotional Coordinating Committee ShopSLO I DineSLO Program June 1,2010 Budget: 2010-2011: $50,000 Overall Goal: Encourage SLO County Residents to shop and enjoy restaurants in the city of San Luis Obispo using the ShopSLO I DineSLO websites for planning and previewing promotions and specials. Overall Strategy: 2010 -2011 strategy is a three directional effort. 1. Raise community awareness of the ShopSLO I DineSLO websites. 2. Raise merchant awareness of the ShopSLO I DineSLO websites. Encourage account activation and enhancement. This is especially valuable for businesses that do not currently have a web presence or social media links. 3. Seasonal promotions to drive traffic and sales. Community Awareness Objectives & Strategies: Objective: Continue to build on existing ShopSLO I DineSLO brands, raising community awareness of programs, encouraging increased utilization and benefits to the user, saVing time and environmentally friendly. Strategy: Ongoing media schedule proViding consistent messaging and branding across multiple media outlets. Content to change quarterly. Tactics: a. Online ads in Tribune, Mustang Daily and New Times b. Print ads in Tribune, Mustang Daily and New Times c. Rotational radio ads d. Facebook ads e. Strategy: Focused educational merchant outreach emphasizing the ease of use and value of this free program. Tactics: a. Partner with merchant associations (e.g., Downtown Association, SLO Promenade, Laguna, University Square, etc.) to promote ShopSLO I DineSLO through existing communications to tenants/members, like monthly eNewsletters, quarterly Eblasts b. Biannual postcard mailing (JulylApril) to all merchants encouraging them to participate in activations and site enhancements emphasizing value and ease c. Monthly eBlast to activated merchants providing tips for updating and enhancing profiles including reminders to post specials and promotions. d. Personal delivery to merchants including ShopSLO I DineSLO two-sided business cards for distribution at the counters of their establishments and small poster for posting in employee break area that will brand SSDS and build awareness amongst employees. e. Texting Scavenger Hunt for Back to School building upon the database for ShopSLO I DineSLO merchants. Online and offline marketing would be used to promote the game, thus building the list to be used for on-going interaction, messaging, and prize/incentive distribution. b. Sign Up to Win website gift card promotion for the Holidays, similar to the gift card promotion done during fourth quarter, 2009. c. Radio promotion for Mothers' Day/Fathers' Day requesting participation in a haiku (5­ 7-5) poem writing contest describing My Mom and My Dad, sponsored by ShopSLO I DineSLO. $100 gift card for the winner. d.
