SUBJECT: FY 2026-27 ABC-OTS GRANT APPLICATION
RECOMMENDATION
1. Authorize staff to submit a grant application to the California Department of Alcoholic
Beverage Control, sponsored by the Office of Traffic Safety, in an amount not to
exceed $25,000.
2. Adopt a draft Resolution entitled, “A Resolution of the City Council of the City of San
Luis Obispo, California, authorizing a grant application for funding provided through
the Department of Alcoholic Beverage Control-Office of Traffic Safety through the
National Highway Traffic Safety Administration to increase education and
enforcement programs focusing on underage drinking and authorizing the City
Manager or Designee to execute all related grant documents”.
3. If the grant is awarded, authorize the City Manager, or the Chief of Police, to execu te
grant related documents and authorize the Finance Director to make the necessary
budget adjustments upon the award of the grant.
POLICY CONTEXT
The recommended actions are consistent with the City of San Luis Obispo’s Financial
Management Manual, Section 740 - Grant Management Policy. The policy states that
Council must approve all grant applications in excess of $5,000 and delegates receipt and
contract execution to the City Manager.
DISCUSSION
Background
The Department of Alcoholic Beverage Control (ABC), sponsored by the Office of Traffic
Safety, through the National Highway Traffic Safety Administration, anticipates awarding
grants up to $25,000 to local law enforcement agencies to utilize the Minor Decoy Program,
Shoulder Tap Program, IMPACT Program, and Holiday Enforcement. The grant funding will
enable agencies to expand their efforts in addressing alcohol-related problems through a
comprehensive ABC program that will encompass a wide range of strategies.

The goal of the grant program is to reduce the number of licensees who sell alcoholic
beverages to minors, target adults who furnish alcoholic beverages to minors, provide
licensee education, and conduct focused enforcement during peak holiday periods. The
Police Department is seeking authorization to request grant funds to pay for overtime related
to these operations. The grant application was due on August 14th, 2026, and due to timing
of the grant notification, staff was unable to place this item on the Council agenda prior to
the deadline. If Council denies this request, staff can withdraw the application or decline the
award.
Public Engagement
This item is on the agenda for the August 18, 2026, City Council meeting and will follow all
required postings and notifications. The public may have an opportunity to comment on this
item at or before the meeting.
CONCURRENCE
The Director of Finance concurs with staff’s recommendations.
ENVIRONMENTAL REVIEW
The California Environmental Quality Act (CEQA) does not apply to the recommended
action in this report because the action does not constitute a “Project” under CEQA
Guidelines Section 15378.

City matching funds are not required for this grant. The grant period will overlap two fiscal
years, October 2026 – August 2027.
Per the grant resolution, the City agrees that any liability arising out of the performance
of the contract, including civil court actions for damages, shall be the responsibility of the
grant recipient and the authorizing agency and acknowledges that the State of California
and ABC disclaim responsibility for any such liability.

ALTERNATIVES
Do not submit grant application or decline funding. The department would be unable
to conduct targeted education and enforcement opportunities without the requested grant
funding.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN LUIS
OBISPO, CALIFORNIA, AUTHORIZING GRANT APPLICATIONS FOR
FUNDING PROVIDED THROUGH THE DEPARTMENT OF ALCOHOLIC
BEVERAGE CONTROL – OFFICE OF TRAFFIC SAFETY THROUGH
THE NATIONAL HIGHWAY TRAFFIC SAFETY ADMINISTRATION TO
INCREASE EDUCATION AND ENFORCEMENT PROGRAMS
FOCUSING ON UNDERAGE DRINKING AND AUTHORIZING THE CITY
MANAGER OR DESIGNEE TO EXECUTE ALL RELATED GRANT
DOCUMENTS
WHEREAS, the San Luis Obispo Police Department (the “Police Department”)
through the City of San Luis Obispo desires to undertake programs to increase
education and enforcement to deter underage drinking; and
WHEREAS, on July 1st, 2026, the Police Department was notified of a grant
through the Department of Alcoholic Beverage Control (ABC), sponsored by the Office
of Traffic Safety (OTS), through the National Highway Traffic Safety Administration
(NHTSA), to conduct education and enforcement activities to deter un derage drinking;
and
WHEREAS, the Police Department submitted an application for a grant through
the ABC-OTS Local Enforcement Grant opportunity in an award amount not to exceed
$25,000 to conduct education and enforcement activities to deter underage drinking.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of San Luis
Obispo as follows:
SECTION 1. The Chief of Police or his designee is hereby authorized to submit
the grant application consistent with program requirements to pursue a grant
administered by ABC-OTS, including the Police Department's August 2026 application.
SECTION 2. The City Manager, or the Chief of Police, of the City of San Luis
Obispo is authorized to execute the grant related documents, including the State of
California Standard Agreement, any extensions or amendments thereof, and any
subsequent contract with the State in relation to the ABC-OTS Local Enforcement 2026
grant administered by ABC.
SECTION 3. The Finance Director is hereby authorized to make the necessary
budget adjustments upon the award of the grant.
SECTION 4. The City agrees that any liability arising out of the performance of
this contract, including civil court actions for damages, shall be the responsibility of the
grant recipient and the authorizing agency and acknowledges that the State of California

and ABC disclaim responsibility for any such liability.
SECTION 5. Grant funds received hereunder shall not be used to supplant
expenditures controlled by this body.
SECTION 6. This award is not subject to local hiring freezes.
