Call to Order a. Sam called the meeting to order at 3:10 p.m. b. Silent roll call was taken and with 15 voting members in attendance, quorum was met. B. Approval of Meeting Minutes - #24-02, October 19, 2023 a. Motion #1 (DePuy/Coari) “Move to approve minutes from meeting #24-02, October 19, 2023.” b. Minutes stand approved by unanimous vote. C. Open Forum a. None D. Community Reports a. Chair/Vice Chair, Sam Andrews & Zach Stever i. Sam Andrews 1. Sam reported that ASI Board of Directors endorsed the 2024-29 ASI Strategic Plan. 2. He stated that a feasibility study will be conducted by Brailsford and Dunlavey for a comprehensive assessment and analysis of ASI programs, services, and managed facilities. ii. Zach Stever 1. Zach reported that the Cuesta Promise is a scholarship program available to all San Luis Obispo County high school graduates. 2. He stated that progress is being made on Measure L projects. b. City Manager – Greg Hermann, Designee i. Greg reported that additional changes are being made to parking structures by conducting a parking rate study. He stated that changes included one hour free parking each day, free parking all day on Sundays, and free parking during the annual downtown holiday parade. ii. He stated that storm drain prep continues to clear culverts of debris. iii. He encouraged members to participate in the holiday Buy Local Bonus program. E. Neighborhood Wellness Civility Report – Christine Wallace a. Christine shared the noise violations and party registration for September and October 2022 & 2023. (See attached) b. Residents for Quality Neighborhoods – Brett Cross a. Brett reported that RQN board members discussed the 294 noise complaints and asked how we reduce the impact on neighbors? Recommendation for marketing the SLO Solution program and Be a Good Neighbor efforts. c. Community Representatives Reports – Abe Lincoln & Mila Vujovich-LaBarre i. Mila stated that students should be encouraged to volunteer at schools. ii. She commented on the noise and as a public service announcement, we should bring awareness to the community on who to call or what to do, to be cognizant of noise violations. F. Business/Discussion Items a. SCLC Membership Photo i. A group photo was taken to update the SCLC website which can be viewed at Student Community Liaison Committee b. Action Item: SCLC Membership Application Review and Approval i. Members read the document in full and made recommendations for change including: a. (Crawford/Lincoln) “Move to change “Town Gown” to University and Community (Town Gown).” Majority Vote. b. Qualifications: (Match language from MOU.) i. At least one (1) and no more than five (5) voting community members- at-large selected from the following: 1. A recognized City of San Luis Obispo Geographic Neighborhood Association/Group and/or 2. A City of San Luis Obispo community member with an expressed interested, demonstrated impact, or in immediate proximity to either Cal Poly University or Cuesta College. ii. These members shall participate in education of community for strengthening student/community relations and the work and goals of SCLC in the SLO community. c. Duties: Attend Monthly SCLC meetings, and strike “which are hosted on the third Thursday of every month from 3:10 p.m. to 5 p.m.” (Match language from MOU) i. Meetings: Shall be held monthly at a set and recurring time, except for December, June, and July, unless otherwise noted in the annual calendar or at the discretion of the chair. d. Application: (Crawford/Coari) “Move to change “Are you able to meet Thursday’s from 3:10-5 p.m.?” to “Are you able to attend the scheduled meetings of the SCLC as noted in the annual calendar.” (Match language from MOU). Unanimous hand vote. i. Meetings: Shall be held monthly at a set and recurring time, except for December, June, and July, unless otherwise noted in the annual calendar or at the discretion of the chair. e. (Wallace/Coari) “Move to add option for adding a letter of reference.” Unanimous hand vote. f. (Crawford/Wallace) “Move to add position descriptions under qualifications.” Unanimous hand vote. g. Mayor Stewart recommended a process be drafted to include promotion, and application and selection procedures. iii. Send any recommendations to Tracy by January 8. iv. Tyler recommended building the SCLC website to include adding the applications and processes. c. Discussion Item: Update on the Proposed Revision to the SLO Safety Enhancement Zone – St. Patrick’s Day – Fred Mickel i. Fred stated that the Safety Enhancement Zone was implemented in 2004 resulting in dramatic reduction in violations and shows historically effective. St. Fratty’s turned catastrophic and a resurgence after COVID caused the need for it to be reviewed to mitigate issues. ii. Proposed amendments to Section 9.22.040 of the City of SLO Municipal Code will be presented to City Council on January 9. Additional city-wide safety periods for St. Patrick’s Day and Halloween including specific days before and after these holidays. a. St. Patrick’s Day: Expand to include the two weekends prior to St. Patrick’s Day. b. Halloween: Adjust cover the weekend prior and weekend following October 31st, regardless of the day Halloween falls on. iii. Tyler expressed concern from a student perspective that creating confrontation with students and police could cause repercussions. iv. Chief Scott stated that this will stop 4,000 people from storming neighborhoods when focusing on specific holidays. Full transparency would give notification of the full dates of zones. Members agreed that community messaging is needed for registering parties, engage in dialog with students, and offering alternative programming will mitigate destruction of property and unruly gatherings. Materials will be provided to voting members of the SCLC to distribute. At the minimum promotion of the open positions will be shared on the SCLC website, social media, and at local resident organizations. Application Procedures: • Applications will be available for a minimum of three weeks. • Individuals seeking appointment to the SCLC will be required to submit an application of interest and (optional) cover letter by the due date stated. Applications will be accepted via the ASI website or can be delivered in person to the ASI Student Government Office, located at 1 Grand Ave. Bldg. 65, San Luis Obispo, CA 93407. • SCLC may extend the application period at their discretion by a majority vote of the voting membership. Selection Procedures: • The Chair and Vice Chair of the SCLC shall meet with all applicants prior to the selection process to confirm they meet the qualifications to hold a seat on the committee. • Applicant materials will be reviewed during a regularly scheduled meeting of the SCLC. • Action may be taken at the meeting of introduction. All appointments require a majority vote of the voting membership. • Applicants not appointed will be advised that their applications will be held for no less than one year for consideration in the event of a future vacancy. Memorandum TO: SCLC Voting Members DATE: January 10, 2024 FROM: Your Name COPIES: D. Johnson Chief Rick Scott SUBJECT: Proposal for $1,500 for the purchase of bicycle lights to be distributed to the community as an outreach and education campaign. PROPOSAL: To seek $1,500 in funding for the purchase of bicycle lights that will be distributed to the community in an effort to educate and promote safety within San Luis Obispo. RATIONALE: The purchase of bicycle lights will allow several City Departments to distribute the lights through various educational campaigns and partnerships with stakeholder organizations. (Police Department Motor Unit, City of SLO Active Transportation Unit, Bike County SLO etc.) Increased visibility of bicyclists can help reduce traffic collisions involving bicyclists and improve safety in the community. Having the bicycle lights on-hand will allow for an immediate improvement in bicycle safety and simultaneously provide an opportunity for positive community outreach and education. HISTORY / BACKGROUND: California Vehicle Code 21201 requires that a bicycle operated during darkness upon a highway, a sidewalk where bicycle operation is not prohibited by the local jurisdiction, or a bikeway, as defined in Section 890.4 of the Streets and Highways Code, shall be equipped with all of the following: (1) A lamp emitting a white light that, while the bicycle is in motion, illuminates the highway, sidewalk, or bikeway in front of the bicyclist and is visible from a distance of 300 feet in front and from the sides of the bicycle. The City of San Luis Obispo actively supports alternative means of transportation, including the use of bicycles, to reduce carbon emissions and promote a health lifestyle. Police Oficers frequently come into contact with bicyclists at night that are not using an approved bicycle light, which creates a safety hazard for the bicyclist and the community. San Luis Obispo has had several bicycle-involved traffic collisions in the past 5-years that have resulted in serious injury or a fatality, that could have been averted with the use of a bicycle light. With the proximity of Cal Poly University to the City, there are a large number of students that utilize bicycle transportation to get to and from campus, the downtown and through neighborhoods. Many of these students are unaware of the laws related to bicycle lights and could benefit from the education and outreach this program would provide. For reference, in 2018, the City purchased 4,250 bicycle light sets (each set was a pair of lights for the front and rear of the bicycle) at a unit price of $1.39 each for a grand total of $5,907.50 from Bike SLO County. RECOMMENDATION: To achieve the new goal the following is proposed: • Approve an expenditure of $1,500 to purchase bicycle lights to be used in future community outreach and educational events. • Once funding has been approved, City staff will research current available bicycle light solutions that meet current California legal citreria, and offer a strong cost value. IMPACT: SCLC has a current available funding balance of $11,704.41. • January 2024 invoicing of $500/partner will increase the available funding balance to $13,704.41. • This proposed expenditure, if approved, would result in an available funding balance of $12,204.41 COMMUNICATION PLAN There is currently no communication plan for this item. A communications plan could be developed in the future depending on the chosen method of deployment for the bicycle lights.
