1. CALL TO ORDER
A Special Meeting of the San Luis Obispo Personnel Board was called to order
on July 27, 2026 at 1:00 p.m. in the Council Hearing Room at City Hall, 990 Palm
Street, San Luis Obispo, by Chair Stevens.

3.a CONSIDERATION OF MINUTES - June 11, 2025, PERSONNEL BOARD
MINUTES

Second By Chair Calvin Stevens
To approve the Personnel Board Minutes of June 11, 2025.

4.a Vice Chairperson Election
ACTION: By consensus the Members agreed to defer this item until the
next meeting.
4.b Review of the Brown Act
Attorney Robert Schultz provided an overview of the Brown Act.
ACTION: No action taken on this item, informational presentation only.
4.c Overview of Personnel Board's Roles and Responsibilities
Human Resources Director Nickole Domini, Attorney Robert Schultz, and
Assistant City Manager Markie Kersten provided the Personnel Board with
an overview of their roles and responsibilities.
ACTION: No action taken on this item, informational presentation only.
4.d Complaint and Request for Censure Hearing by Councilmember Jan Marx
Regarding Mayor Erica A. Stewart
Assistant City Attorney Markie Kersten provided an overview of the staff
report of the staff report and responded to questions.

Second By Chair Calvin Stevens
To forward the advisory opinion that it was a serious violation of the City’s
Ethics Policy, but it was an error in judgement that occurred in good faith
and does not warrant moving forward to a censure hearing at the Council
level.

5. ADJOURNMENT
The meeting was adjourned at 2:36 PM. A Special Meeting will be held on
August 17, 2026, at 9:00 AM in the Council Hearing Room of City Hall, 990 Palm
Street, San Luis Obispo.
