Pursuant to the California Public Records Act (Government Code §§ 7920.000 et seq.), I request
copies of all public records relating to Modification Permit MOD -0028-2026 and the business
operating at 3427 Roberto Court, San Luis Obispo (High Street Deli).
Specifically, I request the following records:
The complete permit file, including but not limited to:
Permit applications and all supporting materials;
Staff reports, staff analyses, recommendations, and memoranda;
Conditions of approval;
Environmental review documents, including any CEQA determinations; Planning Commission or
administrative decision documents;
Final approvals and any subsequent amendments or interpretations.
All correspondence (including emails, letters, memoranda, and electronic communications)
between the applicant, property owner, City staff, consultants, City Attorney, Planning Division,
Public Works, Parks & Recreation, Police Department, Fire Department, and any other City
personnel relating to: Outdoor seating; Outdoor amplified music or entertainment;
Noise impacts; Hours of operation; Outdoor patron activities; Neighborhood compatibility;
Conditions of approval; Permit interpretation or enforcement.
Records describing the proposed operation, including any representations made by the
applicant regarding: The intended business operations;
Outdoor uses; Entertainment or music; Patron capacity; Anticipated noise; Operational
characteristics;
Hours of operation. Environmental records, including any studies, analyses, memoranda, or
correspondence concerning: The adjacent creek or riparian corridor; Biological resources;
Sensitive habitat; Noise impacts on environmental resources;
Any determination regarding whether additional environmental review was required.
Noise-related records, including: Any acoustical studies or noise analyses; Internal discussions
regarding anticipated noise; Communications regarding amplified music or outdoor speakers;
Any records evaluating compliance with City noise standards.
Complaints and enforcement records, including: Noise complaints; Code enforcement
complaints; Investigation notes; Inspection reports; Compliance reviews; Warning letters;
Notices of violation; Internal communications concerning complaints received regarding this
property.
Start Date: January 1, 2025 End Date: Present Date
This date range is intended to capture the permit application, review, approval, any subsequent
modifications, and all related correspondence, complaints, and enforcement records through
the present.
