SUBJECT: Invitation for Bids to Furnish Janitonal Maintenance Services

CAO RECOMMENDATIONS:
By motion,
1) approve the "Invitation for Bids to Furnish Janitorial Maintenance Services - Specification No. 9654"
2) authorize staff to advertise for bids
3) authorize the City Administrative Officer to award agreements if the accepted bid prices are within the total cost
estimate
DISCUSSION:
The City contracts for various janitorial maintenance services at its parking facilities, swimming pool buildings, and park
restrooms. The existing agreement for these services expired on June 30, 1995, and the existing contractor is continuing
work on a month-to-month basis until a new agreement can be awarded.
The term of the proposed agreement starts on November 1, 1995 and ends on June 30, 1997. If service is satisfactory,
the City may extend the term of the agreement through June 30, 1999. Any compensation adjustment during the extension
period will be based on Consumer Price Index increases.
The bid form requires bidders to submit a price for all areas and separate prices for three individual work categories:
Parking areas, swimming Pool areas, and park restroom areas. The bid for all areas does not necessarily have to equal the
sum of the bids for the three individual categories. Economies of scale typically result in the low bid for all areas to be
less than the sum of low bids on the individual categories. But this has not always been the case on past invitations to bid.
For this reason the specification allows the City to either 1)award one agreement to the lowest responsible bidder on all of
the specified work or 2) award separate agreements to the lowest responsible bidders on the three individual work
categories, depending on which alternative is in the City's best interest.

If additional money is needed to cover contract costs, it will come from existing appropriations in the public works budget.
If necessary, budget amendments will be made when agreements are awarded and exact costs are known.
