Adopt a resolution committing to a City partnership with the San Luis Coastal Unified School District (S.L.C.U.S.D.) to upgrade multi-purpose rooms at C. L. Smith and Sinsheimer Schools to gymnasium standards for use by City recreation programs; and 2. Direct staff to include the required matching funds in the 1997-99 Financial Plan from a funding source to be identified at that time ($75,000 for each school). DISCUSSION: The San Luis Coastal Unified School District is planning a $50 million dollar renovation of all schools within the district.. As part of this project, each elementary school will receive a new or upgraded multi-purpose room. As currently designed, these multi-purpose rooms would not be able to facilitate sports such as basketball and volleyball. C. L. Smith and Sinsheimer Schools are scheduled for renovation during the 1996-97 fiscal year. The School District has determined that the cost for altering the design of the multi-purpose rooms to accommodate sports for City use is $150,000 per site. The added cost relates primarily to the need to raise the ceiling height from 15 ft. to 20 ft. If the City wishes to participate in this project, the School District will split the cost fifty-fifty. This is a unique opportunity — a chance to essentially create two neighborhood gym facilities at a cost to the City of $75,000 per site. The Parks and Recreation Department offers youth basketball and volleyball programs. Both activities would make heavy use of the gymnasiums. Teams in these neighborhoods practice outdoors and are at the mercy of the elements (wind, cold, rain), and thus the ability to practice is unpredictable at best. Last March, for instance, youth basketball teams were able to practice only two times. Through the City/School District Joint Use of Facilities Agreement, the City has priority use of school facilities, except for District activities. The agreement is due for update this year and further guidelines for the use of these facilities will be established through that process. Because of certain deadlines related to the District's overall renovation project, a preliminary commitment from the City was required by August 22nd(see attached CAO letter). The concept Was informally discussed with the school board during a meeting on August 22nd, and they were very supportive of the idea. Formal board action will be taken on September 5th. ��un�► i►�IIIIIIIIIP° ��IIU city of san L,,AISOBISPO COUNCIL AGENDA REPORT CONCURRENCES: As outlined below, this action is consistent with the recently-adopted Parks and Recreation Element/Master Plan: Goal 1.40.9: Park&Recreation facilities and activities should be developed whenever possible as collaborative efforts with school districts, colleges, private entities, and non-profit organizations. Section 2.10 Unmet Needs -- Gymnasiums are listed as a critical unmet need. Policy 2.23.1 There will be adequate gymnasiums in San Luis Obispo to meet the demonstrated program needs of the community. Policy 2.23.3 Community facilities shall be converted to gymnasium use when practical. Policy 2.26.3 The joint use of facilities between the City and the S.L.C.U.S.D. shall be expanded. Joint use may include gymnasiums, stadiums, classrooms, pools, and athletic fields. In addition, this item was reviewed and endorsed by the Joint Recreational Use of School District Property Committee at their August 22, 1995, meeting. FISCAL IMPACT: School District staff have indicated that the funding of these projects can await the adoption of the 1997-99 Financial Plan. However, by approving this item, the City will be obligated to include the expenditure of $150,000 for the gymnasium upgrades as part of the 1997-99 Financial Plan. (1995 Series) A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO COMMITTING TO A PARTNERSHIP WITH THE SAN LUIS COASTAL UNIFIED SCHOOL DISTRICT TO CONVERT THE MULTI-PURPOSE ROOMS AT C. L. SMITH AND SINSHEIMER SCHOOLS TO GYMNASIUMS WHEREAS, the City of San Luis Obispo (City) and the San Luis Coastal Unified School District(District)wish to enter into a partnership to upgrade multi-purpose rooms at C. L. Smith and Sinsheimer Elementary Schools to gymnasiums; and WHEREAS, a City contribution of $150,000 ($75,000 for each site) will provide the balance of the funding necessary to make the upgrades; and WHEREAS, the Joint Use of Facilities Agreement Between the City and District now in effect, and soon to be updated, give the City priority use of the facilities, except for District activities; and WHEREAS, the agreement will be updated by the Joint Rec. Use of School District Property Committee and will include specific guidelines for the use of these facilities; and WHEREAS, this joint venture between the City and the District is consistent with the recently-adopted City Park & Recreation Element/Master Plan and represents the best kind of collaboration between public agencies. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of San Luis Obispo as follows: Section 1: The City will participate in the project to upgrade the multi-purpose rooms at C. L. Smith and Sinsheimer Schools to gymnasiums. Section 2: $150,000 will be allocated in the 1997-99 Financial Plan to convert the multi-purpose rooms at C. L. Smith and Sinsheimer Schools to gymnasiums. Smith and Sinsheimer Schools. Based on this meeting, I would like to express our interest in funding these projects. It is my intention to make this formal recommendation to the City Council at its meeting of September 5th. The overall understanding reached at the meeting is as follows: 1) It will cost $150,000 to increase the height of the roof at each location from 15' to 20'. The City and School District will share this cost equally ($75,000 each per school). 2) The School District immediately needs a commitment from the City to participate in these projects; however, the actual funding can await the adoption of our 1997-99 financial plan. 3) A working agreement which establishes guidelines for use of these facilities will be developed as a part of the current effort to update the Joint Use Agreement, which should be completed in the spring. Ed,we are very enthusiastic about this project. It represents the best kind of collaboration between public agencies, and is a win-win for the School District and the City. . . and especially for those we serve. The concept of sharing the costs of additional athletic facilities with the school district provides a"win-win"situation for everyone involved,most notably the children of our community. The Chamber has long recognized the need for additional facilities to develop and train our community's youth. Athletic activity strengthens the bodies of our children,and perhaps more importantly,teaches them the concepts of sportsmanship and fairness which will remain essential lessons to them throughout life. The Chamber is also actively supportive of programs that minimize the cost of government to our citizens and businesses. The dual-use of gymnasium facilities does exactly that by providing economies of scale in the provision of services. It is the same children who utilize school district and City facilities,and it makes sense that these facilities could be provided in a dual-use manner. By collaborating with the school district,the City can save taxpayer money by providing services more inexpensively than by building entirely new facilities. The school district benefits by receiving a superior: quality of athletic facility than it would be able to afford without City support,and the children benefit by having greater options for their own well-being. The Chamber urges you to accept this proposal which will make San Luis Obispo a better place to live while cutting the costs of government.
