Parks and Recreation Commission Minutes
July 15, 2026, 5:30 p.m.
Council Chambers, 990 Palm Street, San Luis Obispo

1. CALL TO ORDER
A rescheduled Regular Meeting of the Parks and Recreation Commission was
called to order on July 15, 2026 at 5:30 p.m. in the Council Chambers at City
Hall, 990 Palm Street, San Luis Obispo, by Chair Blair.
2. OATH OF OFFICE
a. Recognition of re-appointments of Commissioners Adam Stowe and Yukie
Murphy and oath of office of new Commissioner Lori Bishop.
3. ELECTION OF CHAIR AND VICE CHAIR
As required by the Parks & Recreation Commission Bylaws, hold the annual
election of Chair and Vice Chair to a one-year term.
• Commissioner Adam Stowe was nominated by Commissioner
Kincaid as a potential candidate for the Vice Chair position.
Commissioner Stowe was not present and there’s potential for
another commissioner that’s interested; thus, the Vice Chair
nominations will take place at the September PRC meeting.
4. PUBLIC COMMENT FOR ITEMS NOT ON THE AGENDA

5.a CONSIDERATION OF MINUTES - PARKS AND RECREATION
MINUTES
To approve the Parks and Recreation Commission Minutes of May 6,
2026.
ACTION: Approval of the Regular Meeting Minutes of the Parks and
Recreation Commission for May 6, 2026.
CARRIED: 6:0:0:1 to approve the minutes of the regular meeting of May 6,
2026, as motioned by Commissioner Kincaid and second by
Commissioner Duperron. Commissioner Stowe was absent
6. BUSINESS ITEMS
6.a PRC SUB-COMMITTEE LEVEL OF SERVICE (LOS) AMENITIES
DISCUSSION ON THE BLUEPRINT FOR THE FUTURE (PRC – 30 MIN)
a. Commission to discuss and provide any additional advisory topics related
to the Parks & Recreation Blueprint and LOS updates.
b. Receive update and discuss action items from the PRC sub -committee to
explore and prepare information gathering for potential pilot community
center concepts
6.b RECEIVE DIRECTORS REPORT: (AVAKIAN - 15 MIN)
Project Updates:
o Righetti Community Park: Project Status Update
o Emerson Park Project: Update on design and project timeline
(March – December 2027)
o DeVaul Park and Vista Lago playgrounds replacement update
o Laguna Lake Dog Park updates.
6.c RECEIVE DEPARTMENT UPDATES (HYFIELD / TOLLEY - 40 MIN)
a. Divisional Update – Aquatics (May/Summer Highlights and upcoming in
Fall), Golf (Operations and Maintenance), Facilities (Indoor/Outdoor
Facilities, Fall Field Closures Mid-Sept., Mission Plaza Kiosk and Pergola
updates), Special Events.

b. Divisional Update – Community Services (Monday Meet Ups, Monster
Skate, Junior Giants), Public Art (Poetry Walks and Art Boxes), Senior
Programs, Youth Services, Volunteer Program.
7. SUBCOMMITTEE LIAISON REPORTS & COMMUNICATIONS (PRC – 25 Min)
7.a COMMUNICATIONS: (CHAIR – 15 MIN)
No meeting will be held on August 5, 2026.
7.b SUBCOMMITTEE LIAISON REPORTS (CHAIR - 10 MIN)
Adult and Senior Programming (Chair Blair) - Ice cream walk cancelled.
b. Active Transportation Committee (vacant) - None
c. Youth Sports Association (Commissioner Stowe) - None
d. Jack House (Commissioner Kincaid) - Jack House was broken into and is
closed until at least August 9th. Ice cream social scheduled for August 23, 2026.
8. ADJOURNMENT: Meeting adjourned at 7:57 PM
To the Regular Meeting of the Parks and Recreation Committee as approved by
the PRC to Wednesday, September 2, 2026, at 5:30 p.m. to be in-person at
City Hall Council Chambers, 990 Palm Street.
