Promotional Coordinating Committee IPRESENTATIONS At this time, representatives of the Community Promotions Contractors will provide highlights of contract activities undertaken in the past month describe how activities are accomplishing Tourism Marketing Plan Objectives and seek direction from the PCC when necessary regarding contract fulfillment. 1. Conner, Babb, Nicklas, Kinney, Maggalet STAFF PRESENT: Brigitte Elke, Principal Administrative Analyst PUBLIC COMMENT There was no public comment. CONSENT AGENDA ACTION: Moved by T. Conner/Babb to approve the consent agenda with the following changes: -Minutes from 5/14: change Kathy McGrath to Katy McGrath -Minutes from 5/28: Terry Conner added that he opposed the decision regarding the left-over GIA funding, since he wanted a 50/50 split between research and enhanced promotion. Motion carried 6:0 PRESENTATIONS 1. OATH FOR SARAH TAYLOR-MAGGALET -Oath performed by City Clerk Audrey Hooper 2. ADVERTISING CONTRACT -VERDIN MARKETING INK Katy McGrath presented the 2008-09 bUdget allocations and the agency's planned advertising strategy for the upcoming year. They plan to continue the successful search engine marketing (SEM) on Google and Yahoo. In addition, they want to develop a new co­ op ad for San Luis Obispo City hoteliers, instead of buying into the VCB's co-op that did not yield significant response. They are also optimizing the online tracking on landing pages and the newsletter to gain a better picture on people's interests. They plan a survey to better establish actual visits to SLO instead of basing their reports on fulfillment numbers that do not represent actual visitors. They hope that this survey will compliment the one done by the City on advertising effectiveness and provide data as to the actual success of the current advertising efforts. DisclJssion: Jonni Biaggini was concerned that this new co-op initiative signals a change of philosophy in that it no longer considers co-op with county members. Mary Verdin explained that the initiative does not exclude this possibility, but addresses the agency's charge to consistently brand the City and its tourism industry. The committee did not see any issue with the agency's proposal and found that it follows the objectives and strategy determined in the Marketing Plan. Jonni Biaggini was further asked to address the issue why the City has never featured on the cover of the VCB's visitors guide. The committee would like to know why since the City has been paying its fair share to the VCB all along. BUSINESS ITEMS 1. TOURISM BUSINESS IMPROVEMENT DISTRICT (TBID) UPDATE Staff gave a brief update on the protest hearing and introduction of the ordinance governing the City's TBID. After the protest hearing and only one written protest received, Council introduced the ordinance on June 17, 2008 unanimously. Staff also informed the committee that the advisory body for the TBID will be staffed by five hoteliers, one of which will also serve on the PCC. The PCC's bylaws will be updated to reflect the designated seat. ACTION: Moved by NicklaslT.Conner to recommend to Council that the staff person assigned to the TBID Board also staff the PCC in order to have continuity and constant communication between the advisory bodies. Motion carried 6:0 2. BUDGET 2009-11 Staff distributed the current two-year budget for the PCC and the PCC goals forwarded to Council for the current fiscal plan and explained the process. The goal discussion and recommendations for the 2009-11 financial plan will be on the PCC agenda in September to meet the budget process schedule. Given that soon there will be a TBID Board looking at promotional efforts, the committee assigned the Marketing Subcommittee to look at the current allocation and establish recommendations as to best advise Council on the use of General Fund allocations to promotions. 3. DOWNTOWN SIGNAGE Staff gave a brief update regarding the current Capital Improvement Project (CIP) addressing Downtown Directional Signage and the project committee working on the recommendation to Council. Staff outlined the members on the committee and the preliminary work done. Staff will continue to update the PCC as the project progresses. 4. SUBCOMMITTEE RE-ASSIGNMENTS The Committee continued this item to July and asked staff to provide the minutes that amended the bylaws regarding the change of subcommittee assignments every two years. COMMUNICATIONS The committee briefly discussed the state of the economy and its effects on the travel industry. Jonni Biaggini gav~ an overview on the airport whose travel activities are down 25%. Debbie Nicklas stated that this is also an opportunity and encourage all contractors to "think out of the box" and address ideas such as "SLO -just a gas tank away" in their promotional efforts. Promotional Coordinating Committee Marketing Subcommittee Tuesday, June 17,2008 12:30 p.m. 990 Palm Street Council Hearing Room CALL TO ORDER: Debbie Nicklas, 12:30 p.m. PRESENT: Subcommittee Members: T. Conner Contractors: Katy McGrath, Mary Verdin, Lindsey Miller, Dave Garth STAFF PRESENT: April Richardson, Administrative Assistant 1. PUBLIC COMMENT No public present. 2. RFP -EFFECTIVENESS STUDY The subcommittee approved the draft version of the RFP with the following changes: a. Change the amount of funding available for the study to $12,000. b. Possibly attach the questions/methodology used in the last survey c. Change the wording in workscope #4 to read "Present data so it is easily comparable to the 2004 data" or in a way that makes the statement more clear The subcommittee would like to see the list of RFP recipients. They would also like the PCC and Council to prioritize tasks that should be accomplished with this study should more funding become available. 3. ADVERTISING OPPORTUNITIES AND NEW CREATIVE Katie from Verdin Marketing presented the committee with the completed Amtrak rack cards. They will begin distribution in the next few weeks. Katie also presented an advertising opportunity for an ad in a Tri-County Weekly publication that would be distributed regionally. Because the committee does not know of this particular publication and its distribution (and time constraints prohibited them from waiting), they authorized Katie to offer the publisher half the quoted rate ($250) for a full-color, half page ad. Verdin recommends that the City continue with the current ad campaign and revise the headlines to make them more current. They will bring some new ad copy to the PCC meeting on July 9, 2008. Results Inclusion of links to area alliance websites from e-newsletter Comoleted Ongoing Traffic from Google decreased by 1%. Yahoo increased Yahoo Search Marketing spend by Decreased Google ADwords spend by 3% and traffic increased by 4%. 6% to accommodate fulfillment budget.
