According to him, one unit is storage for old Whalebird stuƯ and the other is now an art studio. You can review my report from 2022. Since they have RPs installed at the meter, they’re basically good as far as I’m concerned. If they want to remove them, which I do not favor, then I’d need to reinspect. I thought you were on vacation. Are you just dropping in to stir the pot? What about Tesla? When does Elon come out to reinstall the DCDA? Matthew A. October 3, 2022 RE: CROSS-CONNECTION CONTROL SURVEY OF WHALEBIRD KOMBUCHA, SEPTEMBER 27, 2022 BACKGROUND: On September 27, 2022, Mr. Jake Pritzlaff emailed me asking questions about the need to test backflow prevention assemblies located at Whalebird Kombucha, 3576 Empleo Street #1, San Luis Obispo CA 93401. In order to respond to Mr. Pritzlaff’s email, I visited the Whalebird website. In the course of browsing their website I saw that they have installed a “grey water catchment system” to run the toilets in the facility. This sparked a discussion between me and Mr. Marcus Henderson of the City of San Luis Obispo (SLO) regarding the nature of the grey water catchment system and whether or not it presented a hazard to the City of SLO public water supply. OBSERVATIONS: I contacted the business and set an appointment for 3:00 PM on Tuesday, September 27, 2022. I arrived at the business and was escorted through the facility by Mr. Lee Wilkerson, who is the Engineer for Whalebird Kombucha. During the survey, I observed the pressure vacuum breakers (PVBs) installed outside on the east wall of the building and then went inside and observed the reverse osmosis (RO) system and the grey water catchment system for running the toilets. The catchment system utilizes the RO leachate which is piped to an IBC tote upstairs. The tote is then plumbed to the toilets. The tote has a connection to the potable water supply via a makeup line. This makeup line is hard-plumbed into the tote, which is a cross-connection. The toilets have been disconnected from the potable system. Mr. Wilkerson stated that the RO leachate is concentrated at approximately three times (3X) the levels of anything that the RO system removes from the City of SLO potable water. This may present issues with the quality of the leachate water. This need not constitute a potential health hazard (if the leachate does in fact exceed safe levels of any contaminant) provided that staff and customers are advised not to contact the leachate. The grey water catchment system meets the definition of an auxiliary water system per County of San Luis Obispo Code section 8.30.020: "Auxiliary water supply" means any water supply on or available to the pre mises other than the approved public potable water supply. These auxiliary waters may include, but are not limited to, water from another purveyor's public potable water supply or any natural source such as a well, spring, river, stream, harbor, etc., or "used water" or "industrial fluids" Therefore, the premises must be isolated in accordance with County of San Luis Obispo code section 8.30.030: 8.30.030 - Where protection is required. (a)Each service connection from the public water system for supplying water to premises having an auxiliary water supply shall be protected against backflow of water from the premises into the public water system. (b)Each service connection from the public water system for supplying water to premises on which any substance is or may be handled in such a fashion as to permit entry into the water system shall be protected against backflow of the substance from the premises into the public system. This shall include the handling of processed waters, and waters originating from the public water supply system which have been subject to deterioration in sanitary quality. (c)Backflow prevention devices shall be installed on the service connection to any premises that have cross-connections. It shall be the responsibility of the consumer to provide, test, and maintain protective devices as required. DIRECTIVES: 1. The PVBs installed on the east wall of the building are not installed 12 inches above all downstream piping and outlets. The PVBs shall be replaced with reduced pressure principle (RP) backflow prevention assemblies located just downstream of the meters. 2. The potable makeup line to the leachate tote shall be disconnected and reconfigured in such a way as to provide an air-gap of not less than 2X the diameter of the makeup line so that at no time during use can the potable water line contact the leachate. 3. The restrooms shall be provided with signage stating that the toilets use reclaimed water. Staff shall be advised to avoid contact with the leachate during cleaning or maintenance of the restrooms. If this guy is no longer the tenant, then why is he calling on behalf of the landlord? He slips at one point and says “we’re no longer…” then switches to “they’re no longer doing food.” It doesn’t make sense. But this site had backflow prevention assemblies all along, they had PVBs and I had them upgrade to RPs when I saw their homemade auxiliary water supply using the RO distillate. Hi matt, When our billing team gave Jeffery a call to get an updated number, he (or someone) apparently answered from the number we have on file. Other than contacting him, once they are past due on their testing, lets just continue with our enforcement process and shut them off. We now have a restoration fee to charge to customers who are noncompliant. You could also report the business to code enforcement, so they do an internal inspection. I don’t know how closely either of you followed this little saga a couple of years ago, but these guys had all kinds of weirdness in their facility, including using their RO distillate as an auxiliary water supply to feed the toilets. I ended up requiring them to install RPs (3 of them) and even got Wilkins to comp them three of the new 975XL3 models, which I then tested. In this process they ran afoul of City code enforcement as they’d done all kinds of unpermitted work inside the unit. So they claimed hardship when the next year to test came around. This year the test notice was returned as undeliverable. Kellie found a new name on the account, one JeƯery Berg. I updated and resent and that one came back. 11 The site is supposedly an “art studio” now, with curtains obscuring the windows, but their website is still active and shows them at that address. There should be three assemblies out front, that’s the number that were there last year when I tested them. As I said, this should be the last time you have to deal with them, if you’re out of the premises before November next year. We stopped producing Kombucha at our facility April 1st of this year. Production is happening at a large copacking facility in Ventura now. Since then, it's been a long slow process of breaking everything down and getting rid of everything. We are down to 2 of the rollup warehouses that we still control, one of which is just storage for stuff. The first warehouse still has our big tanks in it, which we've had trouble selling. We're working with an auctioneer now who will hopefully be able to help with that. Our remaining team is doing Whalerock Music Festival this weekend in Templeton, want to come by next week? Regarding a separate tasting room, we have been working with George from CCB on 'the HUB' which is the new spot on Monterey street (used to be daylight gardens) that will be multi-tenant. The future of that project is a bit uncertain to us though as we don't have a definite timeline on anything. What resources do you think would be helpful in the transition?
