General Comments:
These plans are considered incomplete and additional comments may apply when all minimum plan
information and/or supporting documentation is provided through the plan review process.
Provide responses to each comment, as appropriate, and note on what page(s) in the plan set each item is
addressed. Include the name and phone # of the person(s) providing responses.
Conditions of Approval
1. All conditions and/or code requirements that are part of the planning approval required for this
project shall be considered part of this correction list whether or not reiterated herein. Show or note
all Planning conditions of approval and/or code requirements on the plans as applicable. Imprint
these items on the plans as required by the Planning Division and where applicable to construction.
Include ARC and subdivision conditions of approval lists on the plans. Clarify where all conditions
pertaining to site, grading, utilities, and public improvements have been shown on the plans.
Stormwater
2. The project shall show and document compliance with the 2014 Post Construction Stormwater
Regulations as promulgated by the Regional Water Quality Control Board. The building permit
application shall include the required PCR checklist to show compliance with any pertinent
standards. The checklist is available at the following link:

3. If the PCR checklist triggers water quality requirements, then provide a Private Stormwater
Conveyance System Management and Maintenance Agreement (Operations and Maintenance
Agreement) on a form provided by the city. The agreement shall be recorded and shall reference any
separate maintenance program documents and the approved building plans.

4. Provide a Stormwater Compliance/Special Inspection Block on the coversheet that identifies
Stormwater Plan BMPs used for compliance for Performance Requirements 1-4 and required
inspection by EOR during construction. Something similar to:

Inspection/Certification Requirements. Stormwater and drainage system certification is required
from the engineer of record prior to final inspection approvals. The engineer shall observe installation
during construction and certify that the drainage and stormwater system components have been
inspected and installed in general conformance with the drainage report, system design, and the
approved plans, including all final elevations, component sizing, detention basins, parking lot detention
curb elevations, drainage piping, inlets, weir elevations, and orifices.
General
5. Include the amount of cut, fill and area of site disturbance on the cover sheet of the plans.
6. Provide an update and/or final review letter from the soils engineer stating that the building plans
have been reviewed and have been found to be in general conformance with recommendations in the
report.
7. Note on sheet C-1 that the most current edition of the Engineering Standards and Standard
Specification. (The current adopted Standards are dated August 2020.)
8. Correct the project address on all sheets.
9. Site contours are upside down, revise so that they are right side up.
Site Plan
10. Projects involving the construction of new structures requires that complete frontage improvements
be installed or that existing improvements be upgraded per City Standard MC 12.16.050.
11. Show and call out new curb, gutter and sidewalk, per Engineering Standards 4030 & 4110.
12. The building plan submittal shall show and label the PUE, street tree easement, 30 percent slope
line, fire protection zone line, and any other existing or proposed easements on all relevant plan
sheets. The final map for Tract 1259 is available from the City upon request.
13. Development of the driveway and parking areas shall comply with the Parking and Driveway
Standards for dimension, maneuverability, slopes, drainage, and materials. Alternative paving
materials are recommended for water quality and/or quality control purposes and in the area of the
dripline of any existing or proposed trees. Alternate paving materials shall be approved to the
satisfaction of the Planning Division.

15. Floors of garages used for parking of automobiles or other vehicles shall be sloped to a drain or
toward the main vehicle entry doorway. \[§406.3.3 CBC\]

Utilities
16. The building plan submittal shall include a complete site utility plan. All existing and proposed
utilities along with utility company meters shall be shown. Existing underground wire services shall
be shown along with any proposed alterations or upgrades. All work in the public right-of-way shall
be shown or noted.
17. The building plan submittal shall show the water meter and service to be sized or upgraded in
accordance with the approved fire sprinkler plans. City records do not show any existing water
service laterals or meters.
Grading and Drainage
18. Include a complete grading and drainage plan. The grading and drainage plan shall show existing
structures and grades located within 15 feet of the property lines in accordance with the grading
ordinance. The plan shall consider historic offsite tributary to this property that will need to be
conveyed along with the improved on-site drainage.
19. Include a complete drainage report with analysis of the upslope watershed and potential impact to
the proposed structure and adjoining properties.
20. Include the top of slope and toe of slope elevations for all cut or fill slopes. Building setbacks from
slopes shall be in accordance with the UBC.
21. The grading and drainage plan and required drainage report shall be prepared by a licensed civil
engineer for this development requiring engineered grading. Include erosion & sedimentation plan.
22. Revise the site plan to denote the finish floor elevations, elevations of finish grades adjacent to building,
established street grades, drainage patterns and locations and gradients of cut or fill slopes. CRC 300.2
23. This development shall comply with the Waterways Management Plan. The building plan submittal
shall contain a complete drainage report. The report shall consider historic offsite drainage tributary
to the property that may need to be accepted and conveyed along with the improved on-site
drainage. This development may alter and/or increase the storm water runoff from this site or
adjoining sites. The improved or altered drainage shall be directed to the street and not across
adjoining property lines unless the drainage is conveyed within a recorded easement or existing
waterways.
24. The building plan submittal shall include complete details of any required retaining walls to
accommodate the site design and existing grades. All retaining walls shall be included in the design
that is analyzed in the drainage report. The final drainage and retaining wall plan shall be approved
to the satisfaction of the Engineering Division and Planning Division. Combination wall/fences
shall comply with the fence height requirements of the Zoning Regulations to the satisfaction of the
Planning Division.
25. The proposed slope bank grading and proposed retaining wall locations, heights, and foundation
designs shall consider the existing Oak trees to remain.
26. The building plan submittal shall show all existing trees, including off-site trees that could be

affected by the proposed construction. Tree canopies shall be shown to scale for reference. A tree
preservation report prepared by a certified arborist may be required. Tree protection measures shall
be implemented to the satisfaction of the City Arborist for any existing off-site trees that could be
affected by the proposed grading and/or vertical construction. The City Arborist shall review and
approve the proposed tree protection measures prior to commencing with any demolition, grading, or
construction. The City Arborist shall approve any safety pruning, the cutting of substantial roots, or
grading within the dripline of any tree. A City-approved arborist shall complete safety
pruning. Any required tree protection measures shall be shown or noted on the building
plans. Contact the City Arborist at 781-7023 to review and to establish any required preservation
measures to be included with the building permit submittal.
