Subject: PRA: Commercial loading zone marking requirements concern — Citation #SLB090009769
This is a public records act request. Please send me an excel file listing all the citations issued for the
“commercial loading zone” in question- the one that is being enforced as a commercial loading zone,
without the yellow curb painting that the city’s municipal code requires, as well as for any additional
zones that parking services is treating as commercial loading zones without the yellow curb markings,
please include how much the city collected in fees for each citation, please also include the location of
each zone where the citation was issued, as well as the date, when the zone was “converted” into a
commercial loading zone, and any emails discussing decision-making regarding what constitutes
adequate marking to designate the zone as a commercial loading. Only include citations from the date
the zone was converted into a commercial loading zone without the yellow curb painting through today’s
date. I’m not interested in data for commercial loading zones which are adequately marked with yellow
curb painting through, as per municipal code requirement.

Clarification- I just realized I did not include emails in my initial request; please also send any emails,
direct messages or chats, meeting transcripts, and texts originated by city staff and council, related to
the issue of commercial loading zone enforcement, markings for those zones, any decisions associated
with curb paint and signage for those zones, any conversations related to reviewing city code
requirements for marking of commercial loading zones, for the date range Jan 1, 2024, to today.

Subject:PRA Request- parking citation review records
Hello,
I am also requesting copies of the following records from the City of San Luis Obispo:
1. All Initial Review decision letters (denials) issued for parking citations from January 1, 2024 to present,
in which the citation was upheld following an appellant's Citation Review Form submission. I am
specifically interested in the written "reason for denial" language included in these letters, as required
under Vehicle Code Section 40215(a).
2. All Citation Review Forms (or equivalent written appeal submissions) filed by drivers contesting
parking citations for violations of San Luis Obispo Municipal Code Chapter 10.44 (loading zones) from
January 1, 2024 to present.
3. Any records, policies, procedures, contracts, or guidelines governing how Parking Services or its
designee drafts, reviews, or approves Initial Review denial letters, including any template or form
language used in these letters.
4. Any contract, agreement, or memorandum of understanding between the City of San Luis Obispo and
any third-party vendor or contractor responsible for processing parking citations, administering citation
appeals, or drafting Initial Review or Administrative Hearing decision letters, including the name of any
such vendor.
5. Any records reflecting the number of parking citations issued for violations of Municipal Code Section
10.44 (loading zones) from January 1, 2024 to present, broken down by location.
6. Any records reflecting complaints, appeals, work orders, or maintenance requests related to missing,
damaged, or absent loading zone curb paint or signage, from January 1, 2024 to present.
If any of the above records are maintained by a third-party contractor on the City's behalf, please treat
this request as extending to those records as well, consistent with the City's obligations under the Public
Records Act.
