RECOMMENDATION
Review the proposed tree removal application for consistency with the Municipal Code
Section 12.24.090(E) and provide a recommendation to the Community Development
Director.
1.0 APPLICATION DESCRIPTION
The City of San Luis Obispo, the property owner and applicant, has requested the removal
of one (1) Pinus halepensis (Aleppo pine) at the entrance to Vista Lago Park located at
1269 Vista del Lago (Attachment A, Tree Removal Application Form). The removal
request is related to the Vista Lago Playground Renovation Project and the installation of
a new ADA path to an existing picnic table (Attachment B, Plans). The applicant provided
an assessment of the tree (Attachment C, Tree Inventory and Protection Plan ) and has
proposed to replace it with three (3) 24-inch box compensatory trees (Figure 3).

2.0 COMMITTEE PURVIEW
The Tree Committee’s role is to review the removal request in accordance with the
process set forth in San Luis Obispo Municipal Code (SLOMC) Chapter 12.24, specifically
Section 12.24.090(F)(2) - tree removals related to ministerial development permits on
parcels other than R-1 or R-2. This code section utilizes the relevant additional application
requirements in subsection (D)(2) and the criteria set forth in subsection (G).

3.0 TREE REGULATIONS
The City’s Tree Ordinance (Municipal Code Chapter 12.24) was adopted with the purpose
of establishing a comprehensive program for installing, maintaining, and preserving trees
within the City. This ordinance establishes policies, regulations, and specifica tions
necessary to govern installation, maintenance, removal, and preservation of trees to
beautify the city; to purify the air; to provide shade and wind protection; to add
environmental and economic value; and to preserve trees with historic or unusual value.
Criteria for Construction Related Tree Removal Applications.
SLOMC §12.24.090 subsection (F)(3) requires review by the Tree Committee using the
criteria set forth in SLOMC §12.24.090(G). Applicable criteria are provided in italics below
and followed by a description of the proposed tree removals as it relates to that criterion.
(G)(1). Size of Tree. The scale of the tree shall be considered, as well as the size
of the tree’s canopy. Larger, more visually prominent trees may have a higher
preservation priority than smaller, less visually prominent trees.
The tree proposed for removal is not large or visually prominent.
(G)(2). Location of Tree on Private Property. The location of the tree on private
property shall be considered. Trees located in a private rear yard, which are not
highly visible from the public right-of-way, may have a lower preservation priority
than trees with a high visual impact to the neighborhood.
The tree proposed for removal is not highly visible from the right-of-way and it does
not have a high visual impact to the neighborhood.
(G)(3). Species of Tree. Native trees shall have a higher preservation priority than
non-native trees.
The tree proposed for removal is non-native.
(G)(4). Forestry Best Practice. The number of healthy trees that a given parcel of
land will support shall be considered, and whether removal would enhance the
health or survival of remaining trees. Applications that increase biodiversity of
native trees and tree age distribution within a given area are preferred.
The removal has little to no impact on remaining trees, but the replanting plan
would increase the tree-age diversity in the neighborhood.
(G)(6). Compliance with Subsection J of This Section Regarding Compensatory
Plantings. The approving authority may consider an application proposal to provide
compensatory plantings in excess of required minimums in evaluating this
criterion.
The applicant is proposing to exceed the minimum required replanting rate of 1:1
onsite by replanting three (3) compensatory trees for the removal of one tree.

(G)(7). Heritage Trees. Heritage trees have the highest preservation priority.
The tree is not a heritage tree.
4.0 ACTIONS
4.1 Recommend findings of consistency with the Tree Regulations. An action
recommending approval of the proposed tree removals based on consistency
will be forwarded to the Community Development Director for final action. This
action may include recommendations regarding the compensatory replanting
plan with size and species of tree.
4.2 Recommend findings of inconsistency with the Tree Regulations. An action
recommending denial of the proposed tree removals should include findings
that cite the basis for denial and should reference inconsistency with the
General Plan, Tree Regulations, or other policy documents.
4.3 Continue the project to a hearing date certain, or uncertain. An action
continuing the review of the proposed tree removals should include direction to
the applicant and staff on pertinent issues.

1.Include a photo log that clearly shows the trees requested for removal. All tree(s) must be

Introduction
On December 29, 2025, I completed a brief evaluation and recommendations for three (3)
City-owned trees at the proposed demolition of the existing concrete pad and park table,
and the installation of a new concrete picnic area, table and ADA-compliant concrete
sidewalk at 1269 Vista Del Lago (Vista Lago Park) in San Luis Obispo, CA.
You contacted me on January 13, 2026, after a further review of the site revealed that due to
proximity to Prefumo Creek and Laguna Lake, the site has zoning that restricts tree removal.
As a result, all trees on-site need to be surveyed and assessed for potential impacts from the
project.
Tree Inventory
There are eight (8) City-owned trees located on the parcel at 1269 Vista Del Lago, as
shown in the plans.
I visited the site on December 17, 2025. The field analysis was conducted to document the
following:
• Location as shown on the tree site plan/map (Fig. 1);
• Tree species;
• Tree size (all diameters are taken at DBH except when noted);
• Health and structural condition with brief description of relevant characteristics;
• Suitability for preservation based on existing conditions and proposed sidewalk
installation;

Tree 1 - a 23-inch DBH White Alder. It’s mature and in fair health and condition. No active
infestations or infections are present. The tree has prominent surface-rooting caused by the
frequent turf irrigation. A prominent surface root is located along the concrete border that
separates the turfed area and perimeter landscaping area.
Tree 2 - a 12-inch DBH Ash. A young tree, it has very vigorous growth and good health.
Its structure is fair due to prominent codominant branches. No active infestations or
infections are present, nor are surface roots present despite the presence of turf irrigation.
Tree 3 - a very small multi-stemmed Pine measuring approximately 7-inches diameter at
the base just above grade. It is in good health, but the crown is unbalanced with bifurcating
trunks and suppressed form. No active infestations or infections are present, nor are surface
roots present despite the presence of turf irrigation.
Tree 4 - a 26-inch DBH Ash. This tree is maturing but continues to have vigorous growth
and good health. It’s located approximately 10-feet from the turfed area. Its structure is fair
due to prominent codominant branches and a long seam that extends along the length of
the entire trunk. No active infestations or infections are present. Large surface roots are
present in the turf that are likely emanating from this tree.
Tree 5 - a small multi-dominant 6-inch Privet, diameter recorded at the base of the tree. A
young understory tree, it has very vigorous growth and good health. It has the
characteristics of a volunteer tree. Structure is codominant branching typical of the
species. No active infestations or infections are present.
Tree 6 - a small multi-dominant 9-inch Privet, diameter recorded at the base of the tree. A
young understory tree, it has very vigorous growth and good health. It has the
characteristics of a volunteer tree. Structure is codominant branching typical of the
species. No active infestations or infections are present.
Tree 7 - a small codominant 3-inch & 3-inch DBH Privet. A young understory tree, it has
very vigorous growth and good health. It has the characteristics of a volunteer tree.
Structure is codominant branching typical of the species. No active infestations or
infections are present.
Tree 8 - a 20-inch DBH White Alder. It is mature and in fair health and condition, located
approximately 12-feet from the turfed area with some surface rooting present. No active
infestations or infections are present. Its trunk is surrounded with an ivy-enclosure that is
growing 10-feet up the trunk to the lowest scaffold branches. Behind Tree 8 on the
neighboring property is a small (n < 5) stand of mature coast redwoods.

Tree Impacts
Tree 1 - The existing concrete pad is proposed to be demolished near Tree 1 shown in
Figure 1 (Fig. 3). The demo, although providing additional rooting area for Tree 1, has the
potential to injure the surface roots of Tree 1 and due care will need to be practiced. A
prominent surface root is located along the concrete border that separates the turfed area.
Any root disturbance will have a significant negative impact on the tree due to the tree’s
maturity and species.
Suitability for Preservation: Moderate to High.
This tree may be saved. Any root loss will have a significant negative impact. Rerouting
the proposed pad access as shown in Figure 5 will achieve the least amount of root
disturbance.
Tree 2 - The proposed pad access is very close to the trunk of this tree
Suitability for Preservation: Moderate to High.
Despite the plans not being finalized, this tree can be likely saved. Any root loss will have
a negative impact, but the young vigorous growth of this tree can counteract the potential
root disturbance. Rerouting the proposed pad access as shown in Figure 5 will achieve the
least amount of root disturbance.
Tree 3 -. The crown of this tree grows at an acute angle towards the turfed area and will likely
conflict with the proposed pad access.
Suitability for Preservation: Low.
This tree will likely need to be removed. The proposed access pathway to the new pad
conflicts directly with the small tree’s crown.
Trees 4, 5, 6, 7, & 8 – All work is planned well outside of driplines. Excluding careless or
deliberate acts to compromise the health of these individuals, these trees are likely to be
preserved and thrive.
Suitability for Preservation: High.
With adequate tree protection, no impacts are anticipated.

Recommendation:
• Reroute the proposed pad access similar to the layout shown in Figure 5 so that the
new access achieves the least amount of root disturbance.
• All concrete is to be demolished by hand, and no heavy equipment is allowed within
the root area of any tree.
• Although not an impact, the post-demo area will need to be filled in with sand and
reseeded to avoid any tripping hazards presented by the exposed surface roots. No
compaction is allowed within the post-demo area.
• Limited impact is anticipated for Tree 2 from the demo of the existing concrete pad
so long as no heavy equipment is allowed within the root area of any tree.
• Tree 3 will likely need to be removed due to a direct overlap of its crown with the
proposed pad access.
Trees 1, 2, & 3 have the potential to be impacted by the proposed concrete sidewalk and
concrete picnic area shown in Figure 4.
• Tree 3 (Pine) is not anticipated to survive the installation of the pathway as its
location directly conflicts with the new pathway’s location. It will need to be
removed.
• The proposed concrete sidewalk will need to be adjusted so that it is equidistant from
Trees 1 & 2, allowing for as much undisturbed root area for each tree.
• A permeable paving material, such as GraniteCrete, is recommended instead of the
proposed concrete sidewalk, using the minimum amount of base material as possible
that provides sufficient base.
• Recommend moving the proposed concrete picnic area out of the existing dripline of
Tree 1. Moving it westward and out of the existing turfed area where much of its
roots are located. Avoid damaging the root that runs along the existing concrete
header.
The plan ensures compliance with local regulations, International Society of Arboriculture
(ISA) standards, and the specified requirements for tree protection, including a modified-
Type I Tree Protection, establishment of protection zones, worker training, site monitoring,
wound treatment, post-construction maintenance, and specific protocols for excavation and
pruning. In addition to these regulations, site specific measures should be followed.
Tree Protection Measures
Establishment of Tree Protection Zones (TPZs)
Fenced enclosures shall be erected around the trees to be protected at the limit of work (see
Fig. 6). Although TPZ is preferred around the dripline, due to site constraints, a TPZ shall
be established for each tree, extending to outer limit of work using high-visibility fencing.
Tree protection fencing is to be used on all tree on-site, and not just for tree described in this
report.

In addition, high-visibility Type III Tree Protection wrapping (e.g., 2x4-inch wooden slats
wrapped with orange plastic netting) shall be installed around the individual trunks.
Signage: Signs reading “Tree Protection Zone – No Entry” shall be posted on each tree
facing the building so that construction personnel can see.
Installation and Verification: A Project Arborist shall supervise TPZ fencing installation and
document photographic evidence prior to any grading, demolition, or construction activities.
Fencing shall remain in place for the duration of the project.
All vegetative cover, including turfgrass, should be removed from the TPZs and permanently
replaced with mulch. This should be installed to a depth of 3- to 4-inches to prevent soil
moisture loss throughout the landscaped area where construction is not occurring and
prevent feeder roots from continuing to expand at the surface.
Excavation
A 12-inch-wide exploratory trench should be excavated by hand tools or using an air spade
at the outer limit of work to the depth of the concrete pads and conduit trench; over-
excavation for form boards, etc., should be included in the exploratory trench locations.
Excavation: Any work shall be performed with equipment sitting outside the TPZ, preferably
sitting on the concrete sidewalk. Methods permitted within 5-feet of the TPZ are by hand
digging, hydraulic or pneumatic air excavation technology only. Avoid excavation within
the TPZ during hot, dry weather. Use of backhoes, steel tread tractors or any heavy vehicles
within the TPZ is prohibited. If excavation or trenching within 5-feet of the TPZ, it is the
duty of the contractor to tunnel under any roots two (2) inches in diameter and greater.
Supervision: A Project Arborist shall oversee all excavation activities within or near the TPZ
and document compliance.

Pruning
Prior to construction, trees may require that branches be pruned clear from proposed/existing
structures, activities, building encroachment or may need to be strengthened by means of
mechanical support (cabling) or surgery. Such pruning, surgery or the removal of trees shall
adhere to the following standards:
Pruning limitations:
All pruning shall be performed by a Certified Arborist in accordance with ISA standards.
No more than one-third of the tree canopy shall be removed in any single pruning event.
Pruning shall be limited to what is necessary for construction clearance or tree health. Crown
cleaning over dead, diseased, and dying material can be performed
Tree Workers: Pruning shall only be attempted by a contractor licensed to perform tree work.
Supervision: A Project Arborist shall oversee all pruning activities within or near the TPZ
and document compliance.
Root Pruning: Roots that are encountered shall be cut to sound wood and repaired. Roots
two (2) inches and greater must remain injury free. It shall be done by chain saw or hand
saw to provide a flat and smooth cut and cause the least damage possible to the root and
tree's health. Cutting roots by means of tractor-type equipment or other than chain saws and
hand saws is prohibited.
Irrigation
Due to the nature of construction near trees, root loss will likely occur. Supplemental
irrigation will help to mitigate this root loss by providing the trees with enough water to
stimulate new root growth.
Irrigation should be provided at least 2-times a month wetting the soil to a depth of 2- to 3-
feet. This supplemental irrigation should be provided beginning at the start of construction
and lasting until construction has ended.
Post-Construction: irrigation should be designed specifically for trees. The deep watering
will promote deep root-growth. Spray irrigation designed for turfgrass should be avoided.

General Notes
• Project Arborist Responsibilities: A Project Arborist is responsible for overseeing
the implementation and monitoring of this TPP, including fencing installation,
excavation supervision, pruning, and compensatory planting.
• Compliance: All measures shall comply with the City of San Luis Obispo’s
Ordinance and ISA standards.
• Permits: Any work impacting protected trees shall require prior approval and permits
from the City Arborist.
• Contact Information: The Project Arborist and City Arborist contact details shall be
included on all building plans.
Conclusion
This Tree Protection Plan ensures the preservation of City-owned trees at 1269 Vista Del
Lago through the establishment of TPZs, Tree Protection, rigorous monitoring, and
adherence to excavation, pruning, and irrigation protocols.
A Project Arborist is to oversee all activities to ensure compliance with local regulations and
ISA standards, protecting the health and longevity of these valuable trees.
