McCluskey, Public ��''}}����rks Director Harry Watson, Transit Managerir SUBJECT: Transit Farebox Rates for the Elderly, People with Disabilities and Individuals Presenting a Medicare Card. CAO RECOMMENDATION: By motion, establish a policy that San Luis Obispo Transit will offer a half price cash fare for seniors (62 and over), the people with disabilities and individuals presenting a Medicare card. DISCUSSION: The City has been eligible for Formula Grants from the Federal Transit Administration since 1992. In applying for these grants, the City has agreed to meet all federal grant requirements. One of the requirements not met is having a half fare for seniors, people with disabilities and individuals presenting a Medicare card. SLO Transit must not charge any of the above listed persons more than one - half of the rate generally charged to other persons riding the transit system. SLO Transit currently charges a'$0.50 cash fare for all riders regardless of age (except children under 5 years who ride free with an adult). This fare must be reduced to $0.25 for seniors, people with disabilities and individuals presenting a Medicare card in order to meet the federal requirements. Currently the monthly pass price for seniors, people with disabilities and individuals presenting a Medicare card is $2.50. The regular monthly pass for all other transit riders is $16.00. The City meets the federal half fare requirements for the monthly pass but the cash fare must be dropped to $0.25. FISCAL IMPACT: Since SLO Transit does not distinguish between the types of cash fare riders, it is difficult to estimate the actual loss in cash revenue. However, due to the low cost of the monthly pass, staff feels these individuals will take advantage of the monthly pass making the loss in cash fares minimal. SLO Transit will track the types of cash fare riders after the fares are dropped to $0.25.
