DISCUSSION: Council Policies and Procedures and the Advisory Body Handbook prescribe the method of Council liaison subcommittee appointments: "The Mayor and Vice Mayor shall submit recommendations to the full Council, rotating nominations for Council Member Subcommittees, thereby ensuring an opportunity for each member to serve as liaison at least once on each advisory body when possible. When terms of office do not allow each member to serve once, members with greatest seniority shall have first right of selection." (CP &P §6.5.2, ABH §HI,C,6) As in past practice, we have not recommended automatic rotation for all the technical and regional committees, allowing Council Members to develop a higher level of expertise for some of the more complex committees. BACKGROUND: Some changes under regional and technical /ad hoc committees have occurred this past year. Those include the combining of the Solid Waste Task Force and the Solid Waste Authority as the Integrated Waste Management Authority (IWMA) under Res. 8430; and the addition of Homeless Services Center, Regional Water Management Committee (RWMC) addressing North County issues, the Open Space Financing Task Force Selection Committee, and the Student Housing Task Force. Upon review of appointments over the last three years, and those proposed for 1996, Mayor Settle and Council Member Romero, Vice Mayor at the time of selection, recommend the Council Liaison Subcommmittee appointments as outlined in the attached listing.
