Committee of the Performing Arts Center
CAO RECOMMENDATION
Appoint two City representatives to the Arts Committee of the Performing Arts Center.
DISCUSSION
As the City Council has been previously informed, the governing group of the Performing Arts
Center, the PAC Commission, has determined that there should be an Arts Committee for the
Performing Arts Center which would advise them on all matters relating to the fine arts
(paintings, water colors, sculpture, etc.), such as acquisition, display, ownership, storage,
maintenance and related matters.
The Commission has determined that there should be a nine - member Arts Committee, with the
same representation as the Commission itself, that is five representatives from Cal Poly, and two
each appointed by the City of San Luis Obispo and the Foundation for the Performing Arts
Center.
The other two parties have nominated their appointments to the Art Committee and are anxious
that we designate our appointments so that the Committee can commence their work as soon as
possible. There has been some delay on our part because it was thought best to solicit nominees
from existing arts organizations within the City.
Organizations suggesting nominations and the nominees are:
1. ARTernatives - Evani Lupinek
2. San Luis Obispo County Arts Council - Dick DeLong, Ann Ream, Maurie Brown,
and Reiko Fogle
3. San Luis Obispo Arts Center - Carol Dunn
All the materials submitted by these three nominating parties are attached for your information.
After the City Council selects two persons to represent the City of San Luis Obispo on the Arts
Committee of the Performing Arts Center, then those names will be immediately forwarded to
the Commission and the Committee will start to work.

The City Council has two broad alternatives as to how to proceed:
1. The City Council could make a choice of two persons among the nominees based on the
materials and background descriptions that have been provided. This would permit us to
respond in the most timely fashion.
2. The City Council could appoint a subcommittee to expedite the task of interviewing the
six nominees and make their recommendation to the entire Council at the meeting of
January 23rd. While this method would slow down the City making their appointments
for a week (and the Commission is anxious to receive our appointments), it would allow
an opportunity for interchange and questions and answers between '.the Council
subcommittee and the nominees.
FISCAL IMPACTS
At this point there are no identifiable fiscal impacts as a result of the City being a participant in
the Arts Committee of the Performing Arts Center.

Thank you for taking the time to write to members of the arts community regarding
the role of fine arts in the Performing Arts Center.. As President of ARTematives I
would be happy to serve as a member of a committee who will advise the
Commission on fine arts display, acquisition, and related matters within the Center.
My observation has been that too often in our County arts matters are addressed by
administrators and teachers and individual artists rarely get the opportunity to speak
out. As a working artist myself I represent ARTematives a Visual Arts Forum, which
is a membership non profit arts organization focusing on contemporary arts issues.
Many of our members are wellknown working artists in the community and they
reflect the immense pool of artistic talent which exists in this area. We keep in
touch with members in the arts community through our comprehensive database
and activities at the gallery in the Central Coast Mall.

Thank you for giving us an oppor'Lunity to norinate people we feel would benefit the
interests of the Performing Arts Center Commission in formulating policies relating to
fine arts in the Center.
As a non - affiliated entity, a County Arts Council representative would be able to
contribute objectively to this Commission and, we hope that you will give our nominees
serious consideration.
Dick DeLong is Vice President of the County Arts Council and has expressed a very

Ann Ream is on our Board of Directors and is a prominent member of this community.

Maude Brown is an active member of the County Arts Council's Art in Public Places

Rteiko Fogle is also active on the Art in Public Places Committee and would like to be
