Parks and Recreation Commission Minutes
September 2, 2026, 5:30 p.m.

1. CALL TO ORDER
A Regular Meeting of the Parks and Recreation Commission was called to order
on September 2 at 5:30 p.m. in the Council Chambers at City Hall, 990 Palm
Street, San Luis Obispo, by Chair Blair.
2. ELECTION OF VICE CHAIR
ACTION: Motion made to nominate Commissioner Yukie Murphy to the position
of PRC Vice Chair. Motion made by Commissioner Stowe with a second by
Commissioner Kincaid. Motion carried: 7:0:0:0 to elect Commissioner Murphy as
the new Vice Chair.
AYES: Bishop, Kincaid, Duperron, Stowe, Blair, Lance, Murphy
NOES: None
ABSTAIN: None
ABSENT: None

4.a CONSIDERATION OF MINUTES - PARKS AND RECREATION
MINUTES OF JULY 15, 2026
To approve the Parks and Recreation Commission Minutes of July 15, 2026
ACTION: APPROVAL OF THE REGULAR MEETING MINUTES OF THE PARKS
AND RECREATION COMMISSION FOR JULY 15, 2026.
CARRIED: 7:0:0:0 to approve the minutes for the regular meeting of July 15,
2026, as motioned by Commissioner Kincaid and seconded by Commissioner
Lance.

5. BUSINESS ITEMS
5.a RECEIVE PRESENTATION FROM PARKS AND RECREATION
COMMUNITY SERVICES DIVISION (STAFF – 60 MIN)
5.b PRC SUB-COMMITTEE LEVEL OF SERVICE (LOS) AMENITIES
DISCUSSION ON THE BLUEPRINT FOR THE FUTURE (PRC – 30 MIN)
5.c RECEIVE DIRECTORS REPORT: (AVAKIAN - 15 MIN)
5.d RECEIVE DEPARTMENT UPDATES (HYFIELD / TOLLEY - 40 MIN)
6. SUBCOMMITTEE LIAISON REPORTS & COMMUNICATIONS (PRC - 25 MIN)
6.a COMMUNICATIONS: (CHAIR - 15 MIN)
The Commission provided additional updates:
• Request to replace Chair Blair as Liaison for Adult and Senior
Programming and to fill the Active Transportation Committee
position.
• Future meetings – The next meeting is set for October 7, 2026.
Dates for subsequent end of year meetings to be determined.

6.b SUBCOMMITTEE LIAISON REPORTS (CHAIR - 10 MIN)
a. Adult and Senior Programming (Chair Blair):
o Lori Bishop volunteered to be the replacement for the role of
Adult and Senior Programming to replace Chair Blair.
b. Active Transportation Committee (Vacant):
o Request to fill position.
c. Youth Sports Association (Commissioner Stowe):

d. Jack House (Commissioner Kincaid):

7. ADJOURNMENT
The meeting was adjourned at 8:24 p.m. The next Regular Meeting of the Parks
and Recreation Commission is scheduled for October 7, 2026, at 5:30 p.m. in the
Council Chambers at City Hall, 990 Palm Street, San Luis Obispo.
