I would like to serve on the HRC primarily because I have an affection for my city and for my neighbors here. I would like to volunteer some time to heip with important social issues facing our community. I think my experience with city government will be helpful tc> the HRC, particularly in regard to a better understanding of the realistic and appropriate role of the city in providing these services and of the financial ability of the city to contribute towards these services. My education has covered social service issues. I have an undergraduate degree in social psychology. My senior thesis work was on the application of psychological research to practical policy issues. My graduate degree is in public policy; I studied a variety of social policy issues in that field. My professic:al work has emphasized local government and particularly planning. Lately I have worked increasingly in economics, finance, and service delivery. I recently gave a talk to the Mayors Institute of the League of California Cities which included a discussion of the role of city government versus other entities in the provision of various services. About a year ago, I worked under contract with the City on a "Human Needs Assessment". During that time I worked closely with the HRC as they tried to better understand the real social needs in our community. I think as a member of the Commission, I could help with updating and interpreting the results of that survey on an ongoing basis. I have also worked extensively on affordable housing issues. For the past 8 years I have been on the board of directors of Peoples Self-Help Housing Corporation. During my tenure, the corporation has built hundreds of affordable homes in the Central Coast. Some of our projects have been specifically designed for seniors, for farm workers,and for physically and emotionally handicapped persons. A current project we are working on in Santa Maria combines low income housing for farm worker families with onsite day care for the kids and English courses for adults. Another project in that area was designed for semi-independent living for handicapped persons. There is an onsite manager who can help the tenants if they face problems that are difficult for them to work through. Many of the tenants, although adults, have never been able to live by themselves before and they are so grateful for this independence. I have been on the board there quite a bit longer than typical (usually we-serve two three-year terms) and will be stepping down this spring. I have also done volunteer work for the YMCA (helping with day care) and Hospice (helping with some zoning issues), among others. I also served on the board of directors of the Chamber of Commerce for one term, so I have good contacts with the business community. That type of liaison between business and social service providers could be valuable, too. . y At the personal level, I have family members who are physically handicapped due to MS, one who is blind and autistic, and, one who has been the victim of rape recently. I don't mention these things for sympathy, of course, but to point out that at a very personal level I have experience with and empathy for persons who need and seek social services. 1 would like to spend volunteer time working to better understand' and to better provide, social services in our community. I think I can be most effective within the framework of the City, where I have had so much experience and training. Attached is a copy of my resume to help highlight my qualifications. I think I can contribute meaningfully to the HRC and hope to have a chance to work for you and for the community again (--- this time as a volunteer!) Thank you.
