After advertising and interviewing candidates, the Subcommittee is pleased to recommend Astrid Gallagher and Steven McMasters for appointment. Their applications are attached. All others are available for review with the Council Secretary. Since 1985 I have spent 3 months per year on business in San Luis Obispo. I live here full time since October, 1993. Occupation: 1965-1968: Spanish and French teacher, Pasadena School District, Pasadena, CA. 1968-1991: Spanish and French teacher, Supervisor, Foreign Language Department, Ramsey Public Schools, Ramsey, NJ Education: BA 1957, Scripps College, Claremont, CA, major in Political Economics. My long term interest and delight in history, and particularly the History of the American West, stems from courses taken at Scripps College, from my own collection of Western Literature, and from extensive traveling in the Western United States. In this capacity I am familiar with many aspects of historic preservation: financing, Historic Building Code, materials and construction techniques. A have done the research for three of our historic residences in the Railroad Historic District, and am thoroughly familiar with the resources available in this community for such research. I completed the application for the National Register of Historic Places for the Tribune-Republic building,which was placed on the National Register.in 1993. I am currently completing the application for the National Register of Historic Places for the Carnegie Library-County Museum building. Gallagher Properties received the Obispo Beautiful award in 1990 for our Edward Bushnell House, and in 1992 for the Tribune-Republic building. I am particularly interested in preserving our two Historic Districts, the Old Town Historic District, and the Railroad Historic District by their placement on the National Register of Historic Districts. I have lived in San Luis Obispo since 1982,and I am a graduate of Cal Poly. I have worked for the past eight years as an Environmental Specialist for the County of San Luis Obispo. In this position I am responsible for performing environmental review per the requirements of the California Environmental Quality Act (CEQA) for new public and private projects in the unincorporated area of the county. Protection of historic and prehistoric cultural resources is an important aspect of my current work. Though my educational background is primarily in natural sciences, I have always harbored a keen interest in history and archaeology. During the eight years in my current occupation, I have had the opportunity to become more involved with these fields, and have now become the primary public contact for the County regarding historic and archaeological resources. Through my position I have gained a good understanding of the laws governing protection of cultural resources, and an excellent working knowledge of the applications of CEQA to the protection of these resources. In addition, I have worked extensively with local archaeologists, historical resource specialists, governmental bodies, and the development community regarding cultural resources. I feel that my experience, interest, and desire to expand my knowledge of cultural resources could be a positive contribution to the City of San Luis Obispo. I look forward to working with the Cultural Heritage Committee and I hope to contribute to the valuable work undertaken by the Committee. �I y S
