McCluskey, Public Works Director7v� Prepared by: Barbara Lynch, Civil Engineer SUBJECT: Water Reclamation Facility Digester #I Repair, Specification No. 520.9667.512.553 CAO RECOMMENDATION: By motion, 1) Approve plans and specifications for " Water Reclamation Facility Digester #1 Repair, Specification No. 520.9667.512.553 " 2,) Authorize staff to advertise for bids 3) Authorize the CAO to award the contract if the lowest responsible bid is within the Engineer's Estimate. DISCUSSION: Cleaning and repair of the digesters at the Water Reclamation Facility is a routine project completed approximately every 5 years. The harsh environment at the facility necessitates routine maintenance programs to prevent the need for major facility replacements. The City has already awarded a contract to remove the sludge from the digester and clean it. This project will replace the interior coating and make equipment repairs and replacements. CONCURRENCES: Community Development Department has given this project a categorical exemption. FISCAL IMPACT: A total of$120,000 in the sewer fund (Wastewater Reclamation Facility, Major Equipment Maintenance) was approved for the cleaning and repair of Digester No. 1 as part of the 1995-96 budget (Appendix B, Capital Improvement Plan , page 763). The project was divided into three phases: $30,000 to empty and clean the digester(contracted awarded previously), $40,000 to purchase replacement equipment(purchases completed); $50,000 to coat the interior and repair and replace the necessary equipment. The engineer's estimate for this project is $58,000. In addition, $10,000 of work beyond the $58,000 has been designated as additive alternate work. The total engineer's estimate for this final phase, including the additive work, is $68,000. As this would require an additional $18,000 in budget, staff recommends any additional budget be taken at time of award from the Water Reclamation Facility, Major Equipment Maintenance capital improvement account. Sufficient funding is available in this account to support this recommendation as two projects are not completed at this time:- the overhaul of the cogeneration plant and the purchase of the belt filter press. At such time as these two projects need the full amount of their approved funding, staff will make a recommendation to defer or delay one of the approved 1996-97 major equipment maintenance projects.
