Area Plan Update CAO RECOMMENDATION: Provide any desired comments to County planning staff, and direction to City staff, during the study session. DISCUSSION This meeting is an opportunity for Council to receive a brief presentation from County staff, to become reacquainted with the main issues of mutual concern in the San Luis Obispo planning area, and to provide comments and direction to staff. Any formal actions concerning General Plan content will require future hearings. Separate general plans adopted by the City and by the County cover the San Luis Obispo area. While each plan is a statement of future intent for land use and circulation within the entire area, each agency's land use authority (and many of its transportation programs) apply only within its jurisdiction. Consistent plans are basic to achieving common visions of open space protection, urban form, housing availability and affordability, and economic development. The City and the County worked on updates of their land use and circulation plans during the late 1980's and early 1990's. The City adopted its update in 1994. The County's draft update is scheduled for County Planning Commission hearings this spring. City and County staffs have worked to prepare consistent drafts. (The City's adopted plan says consistent plans should be adopted and maintained.) At times, the drafts were very similar, though some differences always existed. As drafts evolved through the public hearing process, differences tended to increase. The City's adopted plan should be an important reference for citizen input to the County's Area Plan Update. The City's adopted plan contains the goals and policies of the incorporated area which is home to about three-quarters of the people who live within the boundaries of the County's area plan. City staff has given the County letters commenting on the Area Plan Update EIR, and letters noting inconsistencies between the draft Area Plan Update and the City's adopted plan (all attached). Over the last few weeks, City and County staff have again discussed how consistency between the two agencies plans could be achieved. County staff may prepare a revised draft update, and needs to decide recommended responses to property owners' proposals for changes. 1 /- , MY Of San La1S OBISPO COUNCIL AGENDA REPORT Some of the topics expected to need further work are: • Allowed land use types and intensities outside the urban reserve line, especially where owners have requested additional development potential and where there may be opportunities to achieve permanent protection of some open space resources in connection with additional development potential (including City and County cluster provisions); • Allowed interim development and required service levels in areas inside the urban reserve line, which eventually are to be annexed by the City. • The relatively larger capacity for commercial and industrial development than for housing, especially in relation to consistency with the Clean Air Plan. ALTERNATIVES No action is required. There is no action deadline. RECOMMENDATION Provide any desired comments to County planning staff, and direction to City staff, during the study session.
