By endorsing the conference, the Council will allow such use within its current policy of allowing our transit vehicles to be used for City of San Luis Obispo activities. The VCB will be working with the City's Transit Manager to assure that any use of City transit vehicles for the conference will not impact regular service. The cost of this transportation will also be covered by delegate fees and VCB fundraising. CONCURRENCES: The PCC gave its endorsement of the WASBE conference at its February 14, 1996, meeting (minutes attached). The San Luis Obispo Chamber of Commerce and its Tourism Council have also endorsed the conference. FISCAL IMPACT: The cost of the conference will be borne by the VCB through delegate fees and fundraising. There will be no fiscal impact to the City. (1996 Series) A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF SAN LUIS OBISPO ENDORSING THE WORLD ASSOCIATION OF SYMPHONIC BANDS & ENSEMBLES (WASBE) CONFERENCE FROM JULY 5-11, 1999. WHEREAS,the World Association of Symphonic Bands&Ensembles(WASBE)has selected the City of San Luis Obispo and its Performing Arts Center to host is conference from July 5-11, 1999; and WHEREAS, the City Council of the City of San Luis Obispo recognizes the honor of this selection and the benefits the conference will bring to the City both in terms of multi- cultural opportunities, tourism and world class performances; and WHEREAS, the City Council of the City of San Luis Obispo wishes to support such _ an event to the fullest; NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of San Luis Obispo endorses the conference to be held by the World Association of Symphonic Bands & Ensembles (WASBE) and agrees to participate in required events, including the Mayor's attendance and hosting of a reception at the 1997 WASBE Conference in Schladming, Austria. Mayor Allen Settle ATTEST: City Clerk C-P-3 Resolution No. (1996 Series) APPROVED: i San Luis Obispo County Visitors & Conference Bureau March 28, 1996 The Honorable Allen Settle City of San Luis Obispo 990 Palm Street San Luis Obispo, CA 93401 Dear Mr. Mayor: San Luis Obispo and the Performing Arts Center have been selected to host the World Association of Symphonic Bands & Ensembles Conference (WASBE) July 5-11, 1999. Although there was strong competition from Switzerland, Hungary and Australia, the San Luis Obispo County Visitors & Conference Bureau and the Cal Poly Music Department successfully outbid all other sites. This is a fantastic opportunity for this community to showcase our new Performing Arts Center to a very prestigious worldwide association. As many as 1,500 attendees from over 40 countries will be visiting our county for seven days, bringing with them the many cultures that they represent and an opportunity for residents to attend world class performances. This conference will significantly augment our promotional programs abroad, not to mention the potential recruitment opportunities for Cal Poly. As you can imagine, the planning for this conference has to begin now. There are some major considerations in hosting this conference that the "host organization" has had to agree to bear. Through careful deliberation, our committee has determined that the detailed coordination and financial requirements are indeed possible for us to meet. To proceed, we need to obtain a formal endorsement of the event from the City of San Luis Obispo so that we can move ahead with our fundraising programs as soon as possible. The San Luis Obispo Chamber of Commerce, its tourism council, and San Luis Obispo's PCC have all given their endorsement of the event. The City's endorsement will enable us to utilize city transportation to shuttle delegates between city motels and the Performing Arts Center. The cost of this transportation will be one of the many expenses of putting on the conference which will be covered by the delegate fees and our fundraising program. In addition, one of the duties of the "host committee" is to attend the WASBE conference in July, 1997 held in Schladming, Austria with the Mayor of San Luis 1041 Chorro Street. Suite E. Details will follow, with a formal invitation from the Mayor of Schladming to you, the Mayor of San Luis Obispo. The amount of coordination required to host this conference is monumental, the likes of which this city has never seen before. Our success in this venture will open the doors to many more similar opportunities, ones that will assure the success of our new Performing Arts Center. Biaggini e tive Director PROMOTIONAL COORDINATING COMMITTEE REGULAR MEETING MINUTES February 14, 1996 COUNCIL HEARING ROOM 1. CALL TO ORDER The meeting was called to order at 5:35 p.m. by Bill Pyper, Chair, with the following members in attendance: Sandy Baer, Natalie Diggins, Jack Gatz, Carol Ann Lockary and Dianne Long. Pati Brown was absent. Wendy George served as staff. 2. APPROVAL OF MINUTES The minutes of the regular meeting of February 14, 1996, and the Marketing Subcomittee meeting of February 5, 1996, were approved as presented. 3. PUBLIC COMMENT There was no public comment 4. REQUEST FROM LA FIESTA FOR USE OF THE 1995-96 GRANT FUNDS TO PAY REMAINING DEBTS FROM 1995 LA FIESTA EVENT Harry Henderson and Celia Braun, representing the La Fiesta Association, presented a request from the Association that they be allowed to use their 1995-96 grant to pay debts remaining from the 1995 La Fiesta celebration. In particular, they indicated that they would like to see the non-profit agencies paid the money that was pledged to them by La Fiesta queen candidates. Their 1995-96 grant was made by the PCC to help fund the 1996 La Fiesta event which has since been cancelled. After discussion and deliberation, a motion was made by Natalie Diggins, seconded by Sandy Baer, that the PCC would not recommend using the 1995-96 grant to repay La Fiesta's debts because there is no evidence that the organization has a future even if the debts were repaid. The motion was approved unanimously. 5. ENDORSEMENT OF WASBE CONFERENCE Jonni Biaginni informed the committee that the City of San Luis Obispo has been selected by the World Association of Symphonic Bands and Ensembles (WASBE) for its 1999 conference. This event will be the first time the conference has been held in the United States since 1987 and will bring more than 1500 attendees to the city. The event will be coordinated by the VCB. The VCB will not be requesting funding from the City. However, it will need the City s formal endorsement so that it can move ahead with fundraising. The PCC was pleased to hear about this event and a motion was made by Sandy Baer, seconded by Natalie Diggins, that the PCC recommend that the City Council endorse the WASBE conference. 6. UPDATE ON 1996 GRANTS-IN-AID PROCESS Dianne Long reported that the GIA process has begun,with grant applications being made available February 12, 1996. Advertising has been placed in the Telegram-Tribune and application letters have been mailed to current grantees. A timeline for the process was included as part of the agenda packet. The committee was reminded that there will be a workshop for potential applicant on February 22nd at 5:15 p.m. in the Council Hearing Room. -8'7
