SUBJECT:TR 2100: Time extension to file the final map for a ten-lot subdivision on the westerly side
of Poinsettia, where it intersects with Bougainvillea Street and Columbine Court.
CAO RECOMMENDATION
Adopt a resolution approving a one-year extension of time to file the final map, based on all original
findings and subject to all original conditions.
DISCUSSION
Background
Tract 2100, a ten-lot subdivision, was approved by the City Council on May 19, 1992. The owners are
now the applicants. The new applicants are asking for approval of a one-year time extension to file the
final map.

Site description
The site is part of the 446-acre Edna-Islay Area, governed by the Edna-Islay Specific Plan, adopted in
1982. The rectangular site includes about 1.5 acres of gently sloping land. The easterly edge of the
property is obscured by shrubs adjacent to Poinsettia Street. There is no significant vegetation on the site.
EVALUATION
1. Two subdivision designs were approved. When Tract 2100 was submitted to the Council in
1992, the Edna-Islay Specific Plan called for a continuation of residential housing to the west of

Bougainvillea Street and Columbine Court were slated to extend through the site into the adjacent
property, to provide access to this rsidential area.
However, the Marigold Shopping Center was under review at the same time. There would be
no need for the streets to go through if their ultimate destination was a shopping center.
Pedestrian access to a shopping center would be more appropriate. Therefore, the subdivision
design was ultimately related to the Marigold approval.
The approval of the Marigold Center rezoning therefore fixed the ten-lot subdivision as the one
to be filed as a final map.
2. There was an automatic time extension. State law mandated an automatic two-year time
extension for all tentative subdivisions not yet expired by September 13, 1993. That extension
is in addition to the two years initially given to file the map. The time period for filing the final
map for this subdivision therefore expires on May 19, 1996.
3. Applicants have changed. The owners of the property are now the applicants. Application for
final map approval was submitted to the City by the previous applicants, starting in 1993. Now
the new applicants want to continue that process, to complete the filing of the final map.
PUBLIC PARTICIPATION
The Planning Commission and City Council held hearings on the tentative map. Only the Council is
required to hold hearings on a time extension request. This is the first hearing to be held on this request.
OTHER DEPARTMENT COMMENTS
Other departments have no concerns with the request.
FISCAL IMPACTS
The project is not expected to have a financial impact on the City. Costs of development will be borne
by the developer.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SAN LUIS OBISPO APPROVING A ONE-YEAR EXTENSION
OF TME TO FILE THE FINAL MAP FOR TRACT 2100
AT 3935 POINSETTIA STREET, NORTH OF TANK FARM ROAD
(TR 2100)
WHEREAS, This Council has considered public testimony, the time extension request for
Tract 2100, and the staff recommendations and reports thereon; and
WHEREAS, an environmental impact report was adopted by the City Council in 1982 for the
Edna-Islay Specific Planand the Community Development Director has determined that no further
study is needed.
Obispo:NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of San Luis
SECTION 1. Findings: The Council makes the following findings:
1. The time extension is consistent with the General Plan, because no adopted plans of the City
have been amended since the tentative map was approved, to cause the map to be
inconsistent.
2. An Environmental Impact Report for the Edna-Islay Specific Plan was adopted by the City
Council in 1982, that describes potential significant environmental impacts associated with
project development. The Community Development Director has reviewed the
Environmental Impact Report and determined that the tentative map is consistent with the
Edna-Islay Specific Plan and therefore that no further study is required and the City Council
hereby affirms the determination of the Community Development Director and finds that this
determination reflects the independent judgement of the City Council.
SECTION 2. Approval, The City Council hereby grants approval of a one-year extension of
time to file the final map for Tract 2100, to May 19, 1997, based on all findings and subject to all
conditions adopted in the original Resolution 8013 (1992 Series).
