DISCUSSION Background The Parks and Recreation Element/Master Plan lists the completion of Sinsheimer Park as an Implementation Priority. In order to properly complete this project, a master plan is needed. This requires the services of a landscape architect. Funding for the project can be made available by transferring $10,000 from the Community/Senior Center Study CIP that was originally part of the 1989-90 budget. This project, which was never completed and, in fact, was made unnecessary by the revised Parks and Recreation Element/Master Plan, has a balance of$11,025. Development of the plan will follow established procedures. Public input will be solicited, and the plans will receive a full review by the Joint Use Committee and Parks and Recreation Commission prior to being submitted for approval to the City Council. Unfortunately, staff incorrectly assumed that approval had been granted for this project and began the implementation process. Council is now being asked to affirm this action so the project can continue. FISCAL IMPACT No additional funding is needed for this project. CONCURRENCES The project has been approved by the' Joint. Use Committee and the Parks and Recreation Commission. The project is consistent with the approved Parks and.Recreation Element/Master_ Plan (see attached). ATTACHMENT 1. PARK ACQUISITION & IMPLEMENTATION PRIORITY 0 - 4 Years FY- '95 - '97 1. Renovate all athletic fields in the $ 200,000 community that are substandard or unsafe. The City will provide funding for materials with labor provided on a volunteer basis by local youth sports organizations. 2. Purchase two portable gymnasium floors 60,000 plus basketball and volleyball apparatus. Floors to be located in warehouse space, rented or donated. 3. Neighborhood Parks 350,000 - Emerson Park 200,000 - Neighborhood Park Improvements 100,000 - Roller Hockey Surface 50,000 4. Implement Phase I of the Laguna Lake Master 200,000 Plan FY '97 - '99 5. Neighborhood Park for S. Higuera area 1,000,000 6. Rehabilitate additional joint use fields 200,000 7. Complete Sinsheimer Park Master Plan 300,000 8. Mission Plaza Expansion 300,000 9. Funding to replace major recreation facility 100,000/ per year 10.
