HomeMy WebLinkAbout06/18/1996, C-7 - DISPOSITION OF PROPERTY AT 972 NIPOMO STREET AND 609 PALM STREET council T- IL �_y� acEnba izEpopm _ CITY OF SAN LUIS OBISPO FROM: Mike McCluskey, Public Works Director Prepared By: Keith Opalewski, Parking Manager I SUBJECT: Disposition of Property at 972 Nipomo Street and 609 Palm Street CAO RECOIVD4ENDATION: Adopt a resolution declaring the buildings at 972 Nipomo Street and 609 Palm Street to be surplus property and direct staff to prepare a bid package and offer the property for sale to the highest qualified bidder. DISCUSSION: 972 Nipomo Street The property located at 972 Nipomo Street, along with the adjoining property at 609 Palm Street, was purchased by the City's Parking Fund in August of 1995 as a potential site for a future parlang structure. The combined properties will be converted to a parking lot. The building on the 972 Nipomo lot is a circa 1900's house that had been converted to an office prior to its sale. The house is currently listed as a contributing building on the City's historical building list. As a result of the building's historical significance, the City has been approached by two different private parties who are interested in acquiring the house and relocating it. At this time, both interested parties are in the process of acquiring lots for possible relocation. However, a condition of purchase would be that the purchaser have a known site and the house would have to be moved prior to the start of the parking lot conversion project. The parking lot project is tentatively scheduled to take place some time in late summer. Staff strongly favors selling the building in lieu of demolishing it for the pending parking lot conversion. 609 Palm Street The building at 609 Palm Street is an old metal building which had operated as an auto repair and welding shop in years past. The previous owner of the building had attempted to sell it prior to the City taking possession of the property, but to no avail. Although staff does not anticipate there will be many bidders for the metal shed, it is worth a try to sell it in order to help reduce the costs for the site preparation of the pending parking lot project. CONCURRENCES: The Community Development Department has concurred that it is in the interest of the City to L''7-1 r , C .ncil Agent, eport - Disposition of Property Page 2 preserve 972 Nipomo as a historic building as much as is realistically possible. The Cultural Heritage Committee has also been informed of our attempt to save this building and have it relocated and restored within the city limits if at all possible. FISCAL EWPACT: Stair does not anticipate that the actual sale of tE buildings will generate any significant revenue for the parking fund. In all likelihood bids would probably range from $100 to $1,000, even with --impeting bidders. The high cost of relocating older buildings like this one severely limits what _ prospective buyer will pay in order to make the project economically feasible. Although the sale of the house will not generate any substantial amount of money, in this particular case the preservation of the building could actually save the demolition costs ($30,000+) that have been identified in the budget for creating the temporary parking lot. Relocating the house could be a financial win-win situation for the City and the parking fund if the house can be auctioned off and moved off site. In the event no bids are received or the bids do not meet the criteria for purchase of the house and metal shed, staff would recommend to proceed with the parking lot conversion and the subsequent demolition of both buildings. (1996 SERIES) A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO DECLARING BUILDINGS AS SURPLUS PROPERTY BE TT RESOLVED by the Council of the City of San Luis Obispo as follows: Section 1. That the City Council hereby declares the buildings at 972 Nipomo Street and 609 Palm Street as shown in Exhibit A attached are surplus property. Section 2. Disposal of the buildings shall be made by sale at public auction or by another method of disposal in accordance with the City's surplus property policy as determined by the Director of Finance to be in the best interest of the City.
