McCluskey, Public Works DirectdFfom Prepared by: Joe McDermott SUBJECT: Consideration of a Supplement to the Local Agency/State Master Agreement for Federal Aid Projects. CAO RECOMMENDATION: Adopt a Resolution Approving Program Supplement No. 019 to the Local Agency/State Master Agreement for Federal Aid Projects No. 05-5016 for emergency repair and restoration. DISCUSSION: On June 22, 1978 the Council approved a Master Agreement between the City and State for the expenditure of Federal funds on approved city projects. Currently, the City has been allocated emergency funds as a result of the January and March 1995 storms. The funds cover costs for construction and construction engineering for various storm related projects. This program supplement is the documentation required by the Federal Highway Administration. It must be approved by Council resolution in order to encumber the Federal funds and cause such supplement to be a part of the master agreement. It designates the Federal funds that have been allocated for various projects. The City can then proceed to bill the State for costs incurred for construction and construction engineering. FISCAL E%IPACT: Program Supplement No. 019 designates an estimated project cost of$ 33,000 for the work, all of which is paid by the Federal Highway Administration. (1996 SERIES) A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO APPROVING PROGRAM SUPPLEMENT NO. 019 TO THE LOCAL AGENCY - STATE AGREEMENT FOR FEDERAL-AID PROJECTS NO. 05-5016 FOR STORM RELATED EMERGENCY FUNDS WHEREAS, the City of San Luis Obispo was declared a Federal Disaster Area(FEMA- 1044 & 1046) due to heavy winter storms of 1995; and WHEREAS, the City is eligible for emergency repair cost recovery under the Master Agreement No. 05-5016 for Federal-Aid Projects between the City and the State; and WHEREAS, Program Supplement No. 019 to the Master Agreement designates the Federal Funds to be provided to the City for construction and construction engineering; NOW THEREFORE BE IT RESOLVED, that the City Council of the City of San Luis Obispo, California hereby: 1. Approves Exhibit A attached, entitled 'Program Supplement No. 019 to Local Agency - State Agreement for Federal-Aid Projects No. 05-5016," and the Director of Public Works is authorized to execute the same. 2. If the agreement cannot be approved by,your agency within six weeks, please return it.
