DISCUSSION The Performing Arts Center Operating Agreement established the Central Coast Performing Arts Center Commission. The Commission consists of nine Commission members, five designated by Cal Poly, two by the Foundation and two by the City. Each designated Commission member has a designated alternate. In 1993 the City Council appointed the Mayor and City Administrative Officer as delegates and the Vice Mayor and Assistant City Administrative Officer as alternates. The terms of the City Administrative Officer and Assistant City Administrative Officer have now expired. Especially during the upcoming critical months prior to and after the opening of the Performing Arts Center, the City must have the highest order of accountability for the proper and successful operation of the Center, both in terms of program benefits to the community and to minimise the vulnerability of the City's general fund in the event of an operating deficit. Therefore, it is recommended that the terms of the City Administrative Officer and.Assistant City Administrative Officer be extended until December, 1998. FISCAL IMPACT There is no fiscal impact to this action.
