Fraser, Engineering Assistant SUBJECT: Neighborhood Park Improvement Project, Emerson Paris Playground Specification No. 96-22A (400.9622.530.553) CAO RECONEM ENDATIONS 1) approve plans and specifications for "Neighborhood Park Improvement Project, Emerson Park Playground, Specification No. 96-22A" 2) authorize Public Works to solicit bids 3) authorize the CAO to award the construction contract if the lowest responsible bid is less than the engineer's estimate of $49,200 DISCUSSION The General Plan Parks and Recreation Element identifies six neighborhoods without access to a local park, including the neighborhood around the old Emerson School site, where the new Parks and Recreation Office Building is located. This project will provide a new playground to continue development of the old Emerson School site into a neighborhood park. Landscape architect Steve Caminiti designed the proposed improvements, which include a sandpit, play equipment, benches, irrigation and landscaping. Plans and specifications are complete and ready to advertise for bids. Plans are also currently being prepared to temporarily improve the remaining unsightly, undeveloped area adjacent to the playground, the office parking lot, and the community garden. Improvements to this area will include decomposed granite surfacing, picnic tables, trees, minor landscaping and paving. These minor improvements will be installed by city crews, by minor contract, or by a change order to an existing construction contract. CONCURRENCES A neighborhood meeting was conducted in October of 1995 with interested residents to gather comments and suggestions for the playground. Conceptual plans were reviewed and approved by the Parks and Recreation Commission on February 7, 1996. The Architectural Review Commission granted final approval to the plans on May 6, 1996. Community Development Department has reviewed this project for environmental impact and has determined that it is categorically exempt. FISCAL IMPACT This project is part of the Neighborhood Park Improvements approved in the 1995/97 Financial Plan (see page E-10 and Appendix B, pages 121-124). Appropriations in 1995/96 and 1996/97 were C'-3 Council Agenda Report - Neighborhood Pari;; Improvement Project, Emerson Park Playground Page 2 intended to cover partial development of Emerson Park and full development of Vista del Collados Park and a neighborhood park to serve The Meadows tract.
