SUBJECT: City Standard Specifications for Construction
CAO RECOMMENDATION
Adopt resolution approving the City Standard Specifications for Construction
Projects and rescind the previous resolution.
DISCUSSION
Approximately every three years the State of California adopts a new set of Standard
Specifications for use with their construction projects. These specifications outline the conditions
of construction contracts including payment, liability and construction techniques. The City uses
this book as the basis for construction with some modifications and has done so for many years.
The modifications are set out in the City's own Standard Specifications. In this way the City
benefits by the extensive effort of the State in producing their book, while allowing custom
adjustments via City specifications to suit our local requirements for construction.
The State adopted a new Standard Specification in July of 1995. The City received copies of the
book in early 1996. Staff has completed the necessary revisions to the City Standard
Specifications to mesh with the State book, and are now ready for formal Council adoption. The
majority of changes to the City specifications eliminated sections which are now covered in the
State book and can be referenced. Staff also converted measurement references into the metric
system of measurement which the State now uses. In addition to those changes, staff reviewed
recent construction projects to determine areas where concerns were raised with the existing
specifications. That review resulted in some additional wording for sewermain pipe testing and
some revised wording for the establishment and maintenance period on landscaping contracts.
Staff is also now allowing the use of a new plastic storm drain pipe previously not allowed by
the City. The product has undergone significant improvements since its original introduction, and
staff is now satisfied with the product.
CONCURRENCES
The specifications have been reviewed and accepted by the divisions of Public Works and the
Utility Department.
FISCAL IMPACT
There is no fiscal impact anticipated.

RESOLUTION NO. (1996 Series)
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SAN LUIS OBISPO APPROVING THE
STANDARD SPECIFICATIONS FOR CONSTRUCTION
WHEREAS, the Public Works Department is responsible for maintaining Standard
Specifications establishing quality requirements and contract conditions for construction; and
WHEREAS, the Standard Specifications must be periodically updated to allow for
changes in construction practices and contract law; and
WHEREAS, legally adopted Standard Specifications are necessary to provide "design
and plan immunity" thereby protecting the City from possible liability,
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of San Luis
Obispo hereby:
1. Approves the revised City Standard Specifications, and
2. Rescinds Resolution No. 8168 (1993) Series which approved the prior set of
Standard Specifications.
