SUBJECT: Request for the City of San Luis Obispo to become a Transportation Partner with
the Local Government Commission's Center for Livable Cities
CAO RECONEME14DATION
Adopt a resolution agreeing to become a Transportation Partner and committing to support the
efforts of the Local Government Commission's Center for Livable Communities.
DISCUSSION
A request from the County of San Luis Obispo-Board of Supervisors Chairman,Laurence "Bud"
Laurent was addressed to Mayor Allen Settle and sent on June 3, 1996, asking for the City's
support to become a "Transportation Partner" with the Local Government Commission's Center
for Livable Communities. It proposes to use efforts to improve land use patterns and reduce
dependency on automobiles as typical strategies to be used by participating cities to place the
well-being of communities over the automobile.
Should the City Council agree to support this request it would serve to reaffirm the community's
commitment to encourage transit,bicycle and pedestrian-oriented land use policies. Currently,the
adopted Circulation Element, Goals and Objectives identify "...supporting and promoting
altematives such as walking, riding buses and bicycles, and using carpools..." and to "...support
county-wide programs that support modal shift while utilizing our existing road system and
reducing air pollution and traffic congestion...". By approving the resolution, the City agrees to
support the program's efforts with no obligation for any monetary contribution and in staffs
opinion, simply offers the City a means by which to channel "alternative transportation" or
"multi-modal" planning efforts.
CONCURRENCES
On May 28, 1996 San Luis Obispo County Board of Supervisors adopted a similar resolution
agreeing to become a Transportation Partner with the Local Government Commission's Center
for Livable Communities .
FISCAL IMPACT
This resolution has no fiscal impact.

On May 28, 1996,the San Luis Obispo County Board of Supervisors adopted a resolution
agreeing to become a Transportation Partner with the Local Government Commission's
Center for Livable Communities. I have attached the County's resolution in hopes that your
city council will adopt a similar resolution and thereby commit to supporting the program's
efforts to improve land use patterns and reduce our dependence on the automobile. While
the resolution is not binding,it is an important statement of local commitment to planning that
places the well-being of communities over the automobile.

A RESOLUTION OF THE Cn y COUNCIL OF THE CITY OF
SAN LUIS OBISPO RECOGNIZING THE CITY AS A TRANSPORTATION PARTNER
WITH THE LOCAL GOVERNMENT COMMLSSIONS CENTER FOR LIVABLE
COMMUNITIES
WHEREAS, the current patterns of land use in many communities have increased our
dependence on the automobile and are largely responsible for the 2% annual increase in vehicle
miles traveled in the U.S.; and
WHEREAS, this dependence on the automobile results in increased pollutant emissions,
the loss of precious open space, the need for building and extending costly roads and public
services, the inequitable distribution of economic resourc
community; and es, and the loss of a sense of
WHEREAS, appropriate mixed use, transit, bicycle and pedestrian-oriented development
and redevelopment can reduce auto dependency and vehicle miles traveled, and create more
livable and resource efficient communities; and
WHEREAS, the City of San Luis Obispo has been identified by the Local Government
Commission's Center for Livable Communities as contributing to its juridiction's environment,
economic health and sense of community by adopting land use policies which encourage transit,
bicycle and pedestrian-oriented development and redevelopment; and
WHEREAS,the Center for Livable Communities provides assistance to cities and counties
through the S. Environmental Protection Agency's Transportation Partn
U. ers program; and
WHEREAS, the Transportation Partners program supports community transportation
solutions across the country through information services, technical assistance, and recognition;
and
WHEREAS, cities and counties that participate in the Transportation Partners program
receive recognition and support for their efforts to improve their land use patterns and reduce
their residents' dependence on the automobile; and
WHEREAS, the Center for Livable Communities would like to recognize the City of San
Luis Obispo as one of its Transportation Partners, which comes without cost to the participating
jurisdiction.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of San Luis
Obispo hereby agrees to become a Transportation Partner with the Local Government
Commission's Center for Livable Communities.
