CAO RECOMMENDATIONS
1) approve plans and specifications for "Jennifer Street Bicycle and Pedestrian Bridge,
Specification No. 94-03B"
2) authorize Public Works to solicit bids as soon as an agreement has been negotiated with the
Railroad
3) authorize the CAO to award the construction contract if the lowest responsible base bid plus
alternate is less than the engineer's estimate of $925,000
4) appropriate an additional $338,018 in grant revenue to the project account
DISCUSSION
This project will provide for a pedestrian/bicycle bridge over the railroad tracks between Jennifer
Street and the City parking lot located in Railroad Square at the southeasterly end of Osos Street.
This project implements the 1993 Bicycle Transportation Plan and the 1994 Draft Circulation
Element, both of which recommend a bridge over the Railroad tracts to provide a safe link for
bicyclists and pedestrians between Jennifer and Osos Streets.
In June 1994 the Council awarded a contract to RRM Design Group for project design. Plans and
specifications are now complete and ready to advertise for bids. Per recommendations by the
Cultural Heritage Committee and the Architectural Review Commission, the bid documents include a
bid alternate to provide stairways on each end of the bridge in addition to the ramps required for
disabled accessibility. This alternate will give the City the option of awarding a contract with or
without the stairways ($75,000 of the estimated $925,000 construction cost is for the stairways). If
bids come in over the $925,000 estimate, the Council (rather than the CAO) will have to award the
contract. At that time the Council will have to decide whether the contract will be awarded with or
without the stairways.
This project is subject to, and has received, approval by the California Public Utilities Commission.
As part of the approval, the City must negotiate a construction agreement with Southern Pacific
Railroad before starting construction. When this report was written, no agreement with the railroad
had been reached. Public Works believes an agreement can be executed which will not affect
construction cost estimates. Therefore, in order to bid the project for construction as quickly as
possible, staff is seeking Council approval of PS & E for bidding purposes conditional upon receipt

of Southern Pacific Railroad agreement. The minute the agreement is reached, staff will advertise
the project, saving the three week period from agenda preparation to Council decision.
CONCURRENCES
In August 1994 a neighborhood meeting was conducted to gather comments about the project and
preferences for the bridge location. Based on a survey conducted as part of this meeting, a majority
of the participants concurred with staffs recommendation for the bridge location at Jennifer Street as
opposed to Swazey, Henry or Penny Lane. Conceptual plans were reviewed by the Cultural
Heritage Committee on March 27, 1995. The Architectural Review Commission granted final
approval to the plans on May 15, 1995. Community Development Department has determined that
this project will not cause significant harm to the environment and has filed a mitigated negative
declaration of environmental impact. The California Public Utilities Commission approved the City's
application for this project on June 6, 1996.
FISCAL IMPACT
This project was approved in the 1993/95 Financial Plan (see pages E-7 and E-19) and the 1995/97
Financial Plan (see page E-8 and Appendix B, pages 91-92).

The San Luis Obispo Council of Governments (SLOCOG) has made an additional $89,518 of
Proposition 116 grant revenue available for this project. That was the amount remaining in the
SLOCOG project budget after completion of layover facilities for the San Diegan rail service.
In November 1995 SLOCOG programmed $248,500 of Regional SHA/STP grant revenue for this
proj ect.

Public Works recommends that the Council appropriate these additional grant revenues to the
Jennifer Street Bicycle and Pedestrian Bridge project accounts.
