SUBJECT. Integrated Waste Management Authority (IVM
At an lV MA meeting on 7/10/96, a staff report(attached)was received indicating the solid
waste diversion rate between 1990 and 1995. There are several formulas which can be
used for this calculation. The diversion rate for members of IVVMA is 26-33%depending
on the formula used. For the City of San Luis Obispo it is 31 -39%. You will note that
Atascadero, which is the only city in the County with a greenwaste program, has a
diversion rate of 50 - 53%.
The IVMAA has also come to an agreement in settling the lawsuit with Paso Robles.
Details will be released as soon as documents are formulated.

CIWMB METHODOLOGY
A. Determine 1990 solid waste generation (disposal + diverted) by jurisdiction
B. Adjust 1990 solid waste generation to reflect conditions in 1995
1. Commercial waste adjustment factors:
a. 1990 taxable sales (adjusted for inflation) compared to 1995 taxable sales
b. 1990 employment compared to 1995 employment
2. Residential waste adjustment factors:
a. 1990 population compared to 1995 population
b. Commercial waste adjustment factors
C. Calculate 1995 waste generation based on 1990 generation with adjustments
D. Measure actual waste disposal in 1995
E. Calculate 1995 waste diversion rate
IWMA METHODOLOGY
Same as the CIWMB Methodology except the 1990 waste generation is only adjusted
based on the change in population from 1990 to 1995.

Each member jurisdiction has implemented local programs,while the IWMA has implemented
regional programs. Examples of programs include curbside recycling, home composting, and
household hazardous waste collection events.
The overall regional recycling rate was 33 percent. The city of Atascadero achieved the highest
recycling rate in 1995 with a 53 percent reduction. According to George Luna, Atascadero City
Council Member and IWMA Delegate, "our City was so successful because of our comprehensive
recycling programs implemented early on by Wil-mar, our Recycling Committee and the great
cooperation of our residents and businesses" Recycling rates for the other members were as
follows.. Arroyo Grande-28 percent, Grover Beach-43 percent;Morro Bay- 35 percent,Pismo
Beach- 37, San Luis Obispo -39 percent and the County- 17 percent.
The region has also greatly reduced the amount of waste disposed of each day. The average rate
is 4.6 pounds of garbage per person each day. The lowest rate is in the County at 3.7 pounds of
garbage per person each day-
