SUBJECT: Memorial Bench Policy for Mission Plaza
CAO RECOMMENDATION
Adopt a resolution creating a policy for placement of memorial benches in Mission Plaza
DISCUSSION
Over the past several years the Business Improvement Association (BIA) has had a very
successful memorial bench program. To date, about 40 benches have been located
throughout the downtown. Due to the program's success, the BIA is now limiting the
locations available for bench placement and plans to phase out the program in the near
future. Because of the limitations for bench placement on downtown sidewalks, there may
be increasing pressure for the City to approve locations within Mission Plaza which could
eventually detract from the Plaza's function and appearance. This concern was brought to
staff's attention by former Mayor, Ken Schwartz, who was instrumental in the formation of
Mission Plaza.
Staff is proposing that, to prevent a proliferation of benches, the Council approve a policy
whereby memorial benches would not be allowed in Mission Plaza, between Chorro and
Broad Streets, except for benches memorializing people who have contributed to the
creation and development of the Plaza. In these particular instances, the Parks and
Recreation Director would recommend a location and the City Council would approve the
placement on a case-by-case basis.
CONCURRENCES
BIA staff feels the proposed policy is appropriate.
FISCAL IMPACT
There is no fiscal impact to the City from the proposed policy.

RESOLUTION NO. (1996 Series)
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SAN LUIS OBISPO APPROVING A MEMORIAL BENCH POLICY
FOR MISSION PLAZA
WHEREAS, the citizens of San Luis Obispo frequently wish to memorialize friends
and relatives by the placement of decorative benches; and
WHEREAS,the number of appropriate locations for such benches within the Mission
Plaza between Chorro Street and Broad Street are limited; and
. WHEREAS, the proliferation of benches in inappropriate locations would detract
from the appearance and function of Mission Plaza;
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of San
Luis Obispo hereby approves the Memorial Bench Policy for Mission Plaza incorporated
herein as Attachment 1.

MEMORIAL BENCH POLICY FOR MISSION PLAZA
1. Memorial benches will not be allowed in Mission Plaza between Chorro Street and
Broad Street, except for those benches memorializing people who have a strong
history of contribution to the creation, development and perpetuation of Mission
Plaza.
2. When a request is received to place a bench in Mission Plaza memorializing an
individual who has a strong history of contribution to the creation, development and
perpetuation of Mission Plaza, the Parks and Recreation Director, with help from
other appropriate staff, will recommend a location for placement of the bench.
3. Final approval for placement of benches will be made by the City Council on a case-
by-case basis.

Chapman
The City Council has previously been forwarded the letter from Ken Schwartz speaking to the
contributions of the former City Planning Director, Peter Chapman (1962-66), to the planning
and construction of Mission Plaza. Under our new policy, which the Council will presumably
be approving on Tuesday night, it would normally be necessary to place another Consent Agenda
item with specific designation for Mr. Chapman. However, I have been approached by a couple
of people who were quite concerned about-Mr. Chapman's failing health, and the desire for a
speedy process in this instance.
Therefore, I would suggest that the City Council, in its consideration and adoption of the policy
statement for the placement of benches in Mission Plaza, at the same time agree to a specific
bench to commemorate Mr. Chapman as requested in the letter from Ken Schwartz. There is a
bench available for this purpose, Ken Schwartz and Paul Le Sage would work together to select
a desirable location, and we would proceed with this matter as immediately as possible.
