CAO RECOMMENDATION:
1) Approve Request for Proposal for "Phase II Environmental Site Assessment: Multi-Modal
Transit Center" Specification No. 9059
2) Authorize the CAO to award an agreement for services to the recommended consultant
rf their proposal is within the Engineer's Estimate.
DISCUSSION
The City Council directed staff on 6/4/96 to pursue a proposed MMTTC Site located adjacent
the Amtrak Station. As part of that investigation process San Luis Obispo Fire Department
(SLOFD) and Public Works Staff have looked into the history of the property and discovered that
the area in general had industrial railroad uses. Given this potential for certain levels of
contamination on the site a Phase II Site Assessment should be conducted. This must be done
before the City enters into property negotiations with the owner, Southern Pacific Transportation
Company.
The Assessment will attempt to identify if any hydrocarbons, solvents, asbestos, metals or
pesticides are located on the site. After the Site Assessment is complete and appraisals have been
done on the property, the City will begin property negotiations with Southern Pacific
Transportation Company.
CONCURRENCES
The Mass Transportation Committee has been made aware of the Council's direction and of the
steps that will need to be taken to develop this location. SLOFD participated in the file analysis
and has contributed in the Scope of Work contained in the RFP.
FISCAL IMPACT
It is the intention of the partners in this project, SLO Transit (lead), SLO Regional Transit and
SLO Council of Governments (SLOCOG) that the cost of this effort be funded from proceeds-
to of a Transit Capital Improvement (TCI) grant currently being considered by the California
Transportation Commission (CTC). As spelled out in the 6/4/96 agenda item, the TCI grant
applicationof $586,000. To pay for this Site Assessment, up to 10% of the TCI
grant can be used for preliminary engineering work. The engineers estimate is $20,000.
Although staff has been assured by SLOCOG and they in turn by CTC staff that the TCI grant
will be approved, alternative grant funding would be sought should the TCI grant not be
approved. No award of the proposal will be made until a fund transfer agreement is signed by
the State and SLOCOG.
