CAO RECONEIIEIVDATION: Adopt a resolution approving the Mitigated Negative Declaration for the Santa Rosa St Bridge Replacement, Specification No. 93-44E. DISCUSSION Santa Rosa Street bridge was constructed in 1910 and is scheduled for replacement. The City has obtained Federal funding assistance to replace the bridge. In 1995 specialized studies, biological, archeological, historical and hazardous materials, were completed. In 1996, Community Development reviewed the project and the specialized studies and prepared an environmental document. At that time, mitigation for the project was specified (See Exhibit A). The Community Development Director approved a mitigated negative declaration which was made available for public review and comment on February 5, 1996 (ER 113-9 . No comments have been received. The environmental document prepared was based on a design which widened the bridge slightly to accommodate bike lanes and sidewalks. The Federal Highway Administration reviewed the project and the environmental assessment and determined the project met the conditions for a "Categorical Exclusion". Under normal circumstances the City would complete CEQA (California Environmental Quality Act) compliance at the time City Council approved plans and specifications for advertising. On projects such as this needing a California Regional Water Quality Control Board Certification, the Certification can not be issued until the CEQA process is completed. Because of this condition of the Board, we are requesting Council to take special action at this time to approve the mitigated negative declaration of environmental impact for this project. This will allow staff to prepare a complete bidding package covering all permit requirements. In addition to the Certification, the City will be obtaining a Fish and Game Agreement and an Army Corps of Engineers Permit before proceeding with the construction. Requirements from these three agencies include notification to the U.S. Fish and Wildlife Service and the Office of Historic Preservation. The project will still come to the Council for the approval of plans and specifications and the authorization to advertise the construction project. Staff expects design of the project to begin in November with plans and specifications to the Council for approval in late February or early March. Construction would begin in early summer of 1997. Construction will take about ten weeks. The issuance of the permits could delay the project either to the middle of summer or worst case, to the summer of 1998. ATTACE3 ENV'IS: 1. MITIGATION SUMMARY 1. Consistent with grading standards in the Uniform Building Code appendix (Chapter 70, Section 7004 b), all grade surfaces shall be wetted, protected or contained in such a manner as to prevent dust or spill upon any adjoining propert or street. The following measures shall constitute the project's dust management plan and shall remain in effect durin all phases of the project's construction: a. Regular wetting of roads and graded areas (at least twice daily with complete coverage of all active areas); b. Increasing frequency of watering whenever winds exceed 15 mph; c. Cessation of grading activities during periods of winds over 25 mph; d. Direct application of water on material being excavated and/or transported onsite or off site; e. Watering material stockpiles; and f. Daily wash downs, or mechanical street sweeping, of Los Osos Valley Road in the vicinity of the construction sit( g. Use of non-potable water is required in all construction and dust control work. 2. All PM,o mitigation measures required shall be shown on grading and building plans. The contractor shall designate person or persons to monitor.the dust control program consistent with APCD guidelines and shall provide the contac name(s) and telephone number(s) to the Community Development Department prior to permit issuance. 3. Construction shall occur between mid-June and the first of November to avoid impacting steelhead movement. 4. The stream bed shall remain natural. It shall not be lined with concrete and the channel shall not be blocked. 5. A stream alteration agreement shall be approved by te Department of Fish and Game prior to start of construction 6. Affected creek banks shall be revegetated as soon as possible after construction is complete using native riparian s and ground cover. 7. If the Sycamore to the west of the bridge cannot be saved, the project shall include replacement planting at a ratio two to one. 8. A solid waste recycling plan for sorting and recycling discarded materials, such as concrete, wood, and metals, fro the construction site shall be part of the project description. The requirement for sorting and recycling discards materials shall be noted in requests for construction bids and on the construction plans. 9. An archaeologist, knowledgeable about both historic and prehistoric resources, shall be on site during all excavatic work to inspect the site for archaeological resources. 10. Bridge construction shall not encroach on the red sidewalk alongside the clinic nor on the building's retaining wall a way that detracts from the clinic's architectural character. 11. The Sycamore across the creek from the clinic shall be retained. 14 RESOLUTION NO. (1996 SERIES) A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO APPROVING A MITIGATED NEGATIVE DECLARATION OF ENVIRONMENTAL IMPACT FOR THE SANTA ROSA STREET BRIDGE REPLACEMENT (ER 113-9 The Council of the City of San Luis Obispo resolves as follows: Findines 1. On February 5, 1996 the City published and made available for public review a mitigated negative declaration based on an initial study of environmental impact for the proposed replacement of the Santa Rosa Street Bridge, in accordance with the California Environmental Quality Act and the City's Environmental Impact Procedures and Guidelines. 2. The Council has reviewed and considered the initial study, and has found that there will be no significant environmental impacts. Potential impacts will be mitigated to an acceptable level due to features incorporated into the project design and construction. These mitigation measures and monitoring responsibilities are identified in the initial study, on file in the Community Development Department. Action 1.
