CAO RECONEMMgDATIONS By motion, 1) Approve plans and specifications for "OSOS STREET STORM DRAIN RECONSTRUCTION", Specification No. 97-05. 2) Authorize staff to advertise for bids. 3) Authorize the CAO to award the contract if the lowest responsible bid is less than the estimated project cost with contingencies. DISCUSSION The storm drain on Osos Street has collapsed at two locations and is no longer capable of conveying storm flows. Last year, during the rainy season, storm flows were blocked in the drain pipe resulting in flows traveling down Monterey Street. Also, some settling of the Osos Street roadway was observed near the Osos Street entrance into the Court Street parking lot. Repair crews attempted to repair the storm drain, but it was discovered that the storm drain had disintegrated'to a degree that rendered the drain pipe un-repairable. The storm drain to be replaced starts at the northwesterly comer (County Court House corner) of the Osos/Monterey intersection, then proceeds across Osos Street to the JP Andrews building, then down Osos Street to the southwesterly comer of the Osos/Higuera intersection (Court Street parking lot comer). Most of the work will occur immediately adjacent to the southerly curb of Osos Street (adjacent to the Court Street parking lot). The observed subsidence emphasizes the need to repair this link in the storm drain system as soon as possible to prevent any further failure of the roadway and to control flooding at other locations within the downtown area. The replaced storm drain will be of a greater capacity and is expected to last for up to fifty years. CONCURRENCES The Community Development Department has given this project a categorical exemption. FISCAL EMPACT Estimated project cost: Engineer's Estimate $ 94,000 10% Contingencies 9,400 Total: $103,400 There is $90,000 appropriated for this project. (See page E-4 of the approved 1996-97 budget.) If additional money is needed to award the construction contract, it will be transferred from the completed projects account, which currently has a $14,000 balance. If there is no money in the completed projects account at the time the contract is to be awarded, Public Works will return to the Council for an additional appropriation.
