SUBJECT: AMENDMENT OF AGREEMENT FOR CONSULTANT SERVICES WITH
LAND CONSERVANCY OF SAN LUIS OBISPO COUNTY

Approve and authorize the Mayor to execute as the amendment to the City's existing contract
with the Land Conservancy of San Luis Obispo County to include a one-year extension to the
term, an increase in the total compensation of$6,000 (to $26,000), and broadening of the scope
of services included in support of the City's greenbelt program.
DISCUSSION
The City Council approved an agreement in the amount of $20,000 for property acquisition
services with the Land Conservancy of San Luis Obispo County in July 1995, with an initial term
of one year. During that year staff at the Conservancy have researched a number of acquisition
opportunities and coordinated discussions with City staff relative to several parcels with willing
sellers in the identified Greenbelt area. Because the program did not get underway until the
middle of the fiscal year, only $7,850 of the total contract amount was expended. However, with
the arrival of the Natural Resources Manager in February, this work has picked up its pace in
recent months. This higher level of contract activity is expected to continue over the next 12
months. In addition, we have determined that the Land Conservancy can assist the City in other
programs involving Greenbelt protection, including natural resource inventory information,grant
proposals, and continued landowner contact.
FISCAL EWPACT
The 1996-97 Natural Resource Management Program budget includes an appropriation of$20,000
to support the contract with the Land Conservancy. This amendment will entail additional cost
of $6,000 and is included in the Natural Resources Management budget as carry-over from the
unexpended portion of the 1995-96 contract.
ALTERNATIVES
Do not approve the amendment. This is not recommended as Land Conservancy staff have been
an integral and supportive part of the City's Greenbelt program, and it appears that this mutually
beneficial relationship should continue.

AMENDMENT TO AGREEMENT FOR CONSULTANT SERVICES
This AMENDMENT TO AGREEMENT FOR CONSULTANT SERVICES is made and
entered into in the City of San Luis Obispo on this 20th of August, 1996, by and between the
CITY OF SAN LUIS OBISPO, a municipal corporation, hereinafter referred to as City, and the
Land Conservancy of San Luis Obispo County, hereinafter called Consultant.
WITNESSETH
WHEREAS, on September 19th, 1995, City and Consultant entered into an Agreement
wherein Consultant would provide to City certain services relating to real property acquisition;
and
WIIEREAS, the parties wish to amend said Agreement, to continue and expand the
Consulting relationship.
NOW, THEREFORE, in consideration of mutual promises, obligations, and covenants
herein contained, the parties hereto agree as follows:
1. TERM. The term of the September 19, 1995, Agreement shall be extended for one
additional year, to July 31, 1997.
2. SCOPE OF WORK. The scope of work shall be as described in Consultant's proposal
of August 1, 1996, and attached hereto.
3. CITYS TOTAL SUM OF OBLIGATIONS. City's total financial obligation under this
Amendment shall not exceed $6,000, and the total financial obligation for both the original
agreement and this amendment shall not exceed $26,000.
4. AGREEMENT STILL IN EFFECT. Except as modified by this Amendment, the
Agreement for Consultant Services dated September 19, 1995, shall remain in full force and
effect.
IN WITNESS WHEREOF,the parties hereto have caused this instrument to be executed the day
and year first above written.

SCOPE OF WORK
for Services to be provided by the Land Conservancy of San Luis Obispo County
to the City of San Luis Obispo
August 1, 1996 through July 31, 1997
1. Open Space Acquisition The Land Conservancy will continue to identify
potential land owners who may be willing to sell their development rights or land
in fee, assist the City in developing a working relationship with these landowners,
provide other assistance as requested by the City to complete negotiations,
evaluate alliterative acquisition scenarios and prepare exhibits or other reports.
The Land Conservancy will also update resource information on land within the
Greenbelt, as requested by the City, to assist the City in setting priorities for
acquisition. This may include amending the"Special Places"report.
2. Conservation Planning, The Land Conservancy will assist the City in preparing
information on natural and cultural resources within the City and Greenbelt that
may be necessary to support implementaton of City projects such as creek bank
stabilization, watershed management, monitoring of creek resources and other
similar subjects of interest to the City.
