DISCUSSION Background Cal Poly, as part of the move to the Division I Level of the National Collegiate Athletic Association (NCAA) is embarking upon a major project to construct new athletic facilities and renovate some existing ones. Phase One calls for a baseball stadium, softball stadium, and seven-eight multi-purpose athletic fields. Through scheduling agreements, these facilities could be made available to the community. Use of the athletic fields for youth sports activity could address an unmet recreation facility need in the city. The Parks and Recreation Element/Master Plan, approved in April of 1995, in Section 2.10, identifies the following as a critical unmet need: "Youth athletic fields for practice, games, and to accommodate multi-use tournament play" John McCutcheon, Cal Poly Athletic Director, will make a presentation to Council explaining the proposed project. A summary of the presentation is included with this agenda report. FISCAL RAPACT If Council, ultimately, wishes to participate in this project, a funding source will have to be identified. Council Agenda Report Cal Poly Athletic Facilities Page 2 In the November election, voters in the city will consider Measure O, an advisory vote on open space financing. Subsequent action by the Council as a result of that vote could create up to $1 million in annual revenue, 25% of which would be allocated for park purchase and development. Staff recommends that these funds not be considered as a source of revenue for any participation in the Cal Poly project. The open space financing task force decision to include "25% for parks" in their recommendations to the City Council was based on the need to purchase and develop new city parks, complete existing parks such as Laguna Lake, and add other amenities such as bike trails. ATTACHMENT 1. Summary of the Cal Poly presentation GACAORPfS%CPATTiFLD.WP COMMUNITY ATHLETIC COMPLEX AT CAL POLY Project Background In June, 1994,the Cal Poly athletic department formed a strategic planning committee for the purpose of exploring the feasibility of a new athletic and recreational complex on the campus of Cal Poly. The committee had representatives from the business community,the school district, the county and the City of San Luis Obispo. As part of this planning process,the committee conducted a thorough assessment of the facility needs of the Cal Poly student body,Cal Poly intercollegiate athletics and the City Recreation Department (i.e.,youth sports and adult recreation). The result of this assessment was that each of the above entities face a severe shortage of suitable athletic and recreational fields. The Strategic Planning Committee completed its work by recommending that a capital campaign committee be formed with the goal of raising the necessary funds to construct a much needed athletic complex on the Cal Poly campus that could be shared by the various user groups. With the necesssary funding,the first phase of the new athletic complex could include: *Seven multi-purpose soccer-sized fields, with as any as five associated infields for youth baseball/softball and one regulation baseball infield. • One regulation baseball stadium(Ozzie Smith Stadium) and one softball stadium that will be utilized for Cal Poly and community programs. •The baseball and softball stadiums as well as five multi-purpose fields will lighted. • Additioanl parking will be built to accomodate community use. The cost of this project will be$9 million dollars. Cal Poly will provide the land and assume ongoing maintenance expenses. A funding model is being pursued based on a partnership of the three primary user groups. In preparation for the study session on September 3, 1996,we have provided the attached master plan,organizational diagram, schedule and budget. This project demonstrates sound fiscal management through combining resources of Cal Poly and the City of San Luis Obispo. This project not only answers many of Cal Poly's needs but many of the field space needs of the City's Parks& Recreation Element. Most important,this project provides each of the partners an opportunity to accomplish something that none of them could on their own. We feel this project warrants the financial support of the City of San Luis Obispo. We hope you agree. It is our hope that the City Council will take favorable action in uniting with the Cal Poly Associated Students and the University to develop the much needed baseball, softball, soccer and general use fields for the youth of our community. The combination of city, ASI and University makes good sense to us for several reasons. 1. It continues the relationship which resulted in the fine Performing Arts Center. 2. It Avoids the duplication of sports facilities in the area. 3. It will rapidly develop the needed facilities. 4. It will result in a lower cost to the city than the separate development since maintenance would be the University's responsibility. 5. It will provide a wonderful "test" program for Cal Poly's turf management. 6. There are also economic side benefits that will accrue to the business community through youth tournaments and related activities. We urge your favorable vote on this project which will benefit our community for many •years to come. This is a "win-win" situation for San Luis Obispo. I am a long time SLO resident and soccer coach. This year, our local soccer teams are practicing three teams per field . In my travels throughout the county as part of club soccer every other community of equal size has large , multi-field complexes . I am embarassed as a parent at the lack of available facilities . Two years ago, I spear-headed a petition where approximately 1 , 000 SLO residents requested more fields . This was pre- sented to Paul Sage where it was published in a city wide report . Your lack of action to this need makes me question your commitment to the families of this community . Cal Poly field co-operative funds will allow us the fields we deserve . Please vote in favor of the full $3 million cooperation funds with Cal Poly. The proposal presented in front of you for consideration has been needed for a long time. The cost to the city for the proposed complex is only a fraction of what the city would have to pay if they had to provide the fields including land and future maintenance requirements . The city has an obligation to the youth of San Luis Obispo to provide all the �.. necessary facilities for safe and organized team sports. Being a San Luis Obispo native ' and having played youth sports and currently coaching youth sports in San Luis x . Obispo and seeing that the facilities I used twenty five years ago are still being used with little or no maintenance and no improvement is a shame. Having seen and played on other Cities sports complexes ours is a embarrassment. A yes vote on this issue in - one swoop would catapult the City of San Luis Obispo Youth Sports Program into the twenty first century.
