SUBJECT: Distribution of Request For Proposals (RFPs) for the
preparation of traffic impact reports for the Froom Ranch
and DeVaul Ranch Projects.
CAO RECOMMENDATION Approve the Request for Proposal (RFP), authorize its
distribution, and authorize the CAO to award a contract to
a qualified proposer if the contract amount is less than
$50,000.
DISCUSSION
The Community Development Department has received annexation and pre-zoning applications
for the following two projects that are adjacent to each other and front the west side of Los Osos
Valley Road, south of Madonna Road:
❑ The DeVaul Ranch Pmject involves the annexation of 80 acres and the prezoning of
approximately 40 acres to enable residential development. About 500 dwellings(at
varying densities) are planned within the pre-zoned area.
❑ The Froom Ranch Pmject involves the annexation of about 45 acres to enable the
construction of about 360,000 square foot of "big box" retail stores.
As part of the environmental review process, the Public Works and Community Development
staffs have determined that each of these projects may impact traffic conditions in the area and
that traffic studies are necessary to define impacts and mitigation measures. The applicants, City
staff and Caltrans District 95 officials have cooperatively reviewed the preliminary scope of work
for these traffic studies -- incorporated as part of the RFP. It is the staffs intent to hire a single
Consultant to prepare a traffic impact study for each project -- a strategy that should save time
and moderate costs.
CONCURRENCES
The Community Development Department and Caltrans District 5 officials generally support the
scope of work for the traffic studies.
FISCAL EMPACT
The cost of the traffic studies will be borne by the project applicants. There will be no cost to
the City.
