Dear Mr. Vix:
Thank you for your correspondence of September 10th concerning a suggested
monitoring program during the grand opening of the Performing Arts Center. Your
request is based on a goal of feeding any data gathered during the grand opening period
into the Environmental Impact Report being prepared by Cal Poly for the proposed
parking structure.
In terms of City involvement in this matter, as you know City staff has already attended
one meeting with the Association and Cal Poly staff to discuss traffic concerns in the
Slack Street area. Further meetings are anticipated after the Center is opened and
operating in a more routine way than what can be expected during the grand opening.
In the meantime, City staff will be asking Cal Poly to include in the scope of work for the
EIR measurement and monitoring programs similar to those outlined in your letter.
In terms of your specific request for City studies during the grand opening period, as you
know the EIR is being prepared under the authority of Cal Poly. Given their lead role in
completing the EIR, the level of technical resources you have requested of the City, and
the legal issues now surrounding the parking structure, it would be more appropriate to
have University staff consider the scope of studies you are suggesting.
By copy of this memorandum, I have taken the liberty of forwarding your suggestion to
Cal Poly administrators for their consideration. Cal Poly may independently wish to
consider monitoring some of the areas you have noted. Our only caution would be that
the nature and level of activity during the grand opening period is likely to differ
considerably from the more routine operation of the Center.
The City of San Luis Obispo is committed to include the disabled in all of its services,programs and activities.

We look forward to the resolution of parking and other issues related to the Performing
Arts Center at the earliest possible time and in a way that addresses the best interests

Dear Mayor Settle,
At the general meeting of the Alta Vista.Neighborhood
Association (AVNA) on September 5, 1996, concerns were raised
about the up-coming Performing Arts Center Grand Opening Festival.
The problems in our neighborhood created by the Hard Hat Ball were
vividly recounted by many members. I have, therefore, been
directed by our members to respectfully request that the City of San
Luis Obispo conduct the appropriate studies necessary to accurately
monitor noise, traffic circulation, traffic flow, parking availability,
and public safety during the activities at the Performing Arts Center
between September 27 through October 6, 1996. During this time
period, AVNA feels an ideal window of opportunity exists for Cal
Poly, the City of San Luis Obispo and AVNA to begin working
together to establish current and objective data that will prove
useful in the creation of an environmental impact report that
accurately characterizes the conditions in the Cal Poly/San Luis
Obispo community.
The specific location of the devices that count the number of
cars that pass along a street and all other methodology required to
conduct the various studies should be left to the experts in your
Engineering and Public Works departments. We certainly hope that
in addition to data generated on Grand and Highland Avenues,
surface streets such as Slack, Longview and Hathway would also be
monitored. AVNA will be conducting its own surveys during the
Grand Opening Festival as well.

In addition, during the hearing of August 26, 1996 (AVNA v.
CSU Board of Trustees, Cal Poly, et. al.) the general counsel for the
Trustees of the CSU, Ron Ceccia, stated that the "parking management
plan" called for in the agreement creating the Performing Arts Center
will be completed before the September 27, 1996 Grand Opening
Festival of the Performing Arts Center. As you noted in a letter to
Alice Loh dated June 18, 1996, "the plan was included by the City to
avoid the inevitable spillover of parking into the surrounding
neighborhoods, if additional on-campus parking were not provided."
Since additional parking is not available it is imperative that the City
and the University have an established, coordinated plan to deal with
the over-flow parking problem. The absence of such a plan may
have detrimental effects upon our neighborhood. AVNA would
appreciate receiving a copy of that plan as soon as it is available.
AVNA appreciates any assistance the City of San Luis Obispo is
able to provide in addressing parking related problems at Cal Poly.
We hope that the opening week of festivities at the Performing Arts
Center will be successful and with your help, we are sure that there
will not be any negative impacts on our neighborhood.
