Confirm Council's intention to waive water and sewer impact fees for the Prado Day Center
(Homeless Services Center).
DISCUSSION
The construction process for the Prado Day Center is moving forward at a rapid pace, with plans
to break ground tentatively scheduled for the first week of October. In reviewing the remaining
requirements necessary for the issuance of the building permit, it was discovered that Council
action had never been taken to waive the water and sewer impact and installation fees for the
project which total $34,691. An assumption has been made all along that it was the Council's
intention to waive these fees, as it has done with the water and sewer user's fees through the
lease agreement with the Interfaith Coalition for the Homeless. The Utilities Director states that
he also assumed the impact fees had been waived. However, a search of past Council actions
indicates that no actual formal waiver ever took place. The planning use permit fee did not need
to be waived because the applicant was the City and no fee was even applied
The tentative constriction budget for the Center estimated the fees to be approximately $8,000.
However, due to the size of the water meter, they are actually significantly higher. If the City
chooses not to waive the fees, they will have to be paid out of the CDBG funding being provided
for the project, thus considerably reducing the amount of CDBG funds available for other
construction costs. This reduction will, in tum, increase the need for additional fundraising and
require the postponement of ground breaking until the funds can be raised
CONCURRENCES
The Utilities Director concurs with the waiver of water and sewer impact fees.
FISCAL EWACT
Waiver of the water and sewer impact fees will result in $34,691 not being transferred from
CDBG funds to the Utility Fund.
