Jonas, Community Development Director Cb SUBJECT: Fee waiver for Friends of the San Luis Obispo Adobes (/Friends) CAO RECOMMENDATION Approve waiver of application fee for Administrative Use Permit application to allow use of the City owned Simmler/Canet adobe by the Friends for organizational meeting purposes. DISCUSSION Mr. Robert Vessely, representing the Friends, has submitted a letter to Council (copy attached) requesting the waiver of application processing fees for the Administrative Use Permit which is necessary to allow use of City owned property by the Friends for meeting purposes. The Friends have previously used other city facilities for their meetings, but would like to have a consistent meeting location and feel that the adobe is an appropriate location considering their organizational goals and purpose. The Friends organized this past year with the encouragement of City officials to generate public enthusiasm and commitment for the preservation of the several adobes that are now, or soon will be, in City ownership. Given this responsibility to assist with the future preservation of an important community resource, it seems appropriate that the City assist with initial organizational activities such as those associated with establishment of a stable meeting location. Since the organization is volunteer in structure, without established revenue sources at the present time, the waiver of fees for this initial application seems appropriate. The City would benefit, if the application is approved, by consistent sensitive use and additional care for an historic structure, thus adding to its vitality and longevity. FISCAL IMPACT Direct fiscal impact is limited to forgoing recovery of 25% ($235.00 application fee) of City costs associated with processing of the Administrative Use Permit estimated at $940.00. ALTERNATIVES Decline the fee waiver, in which case it is presumed that the Friends would not pursue Use Permit application (at least in the near future) and continue to use a variety of other public facilities, depending upon availability, for their meetings and organizational activities. Mayor Settle, As you know, in response to a request from the City, a group of citizens has been organized to preserve, restore and manage the City's adobe buildings; the Bowden/La Loma on Lizzie Street, the Simmler/Canet on Dana Street and the Rodriguez, south of Tank Farm Road. The Friends of the San Luis Obispo Adobes would like to use the Simmler/Canet adobe for our monthly meetings but there is an Administrative Use Permit and fee required. Since we are a fledgling organization with very little money we request that the fee for this permit be waived. The Friends have been meeting at either City Hall or the City-County Library and our meetings have been consistently attended by 15 to 20 people. We'd like to meet at the adobe, in part to have a consistent location for our meetings but also with the idea that by meeting there, we will be able to help maintain the building, to provide some security and to be better able to plan for its use by becoming more familiar with it. The adobe has electricity and running water. There are some off-street parking spaces as well as on-street parking. We typically meet in the evening of the second Monday of each month but, for flexibility we would like permission to meet there as often as twice a month.
