SUBJECT: Disposition of Property at 860 Pacific Street
CAO RECO1bIME1qDATION:
Adopt a resolution declaring the building at 860 Pacific Street to be surplus property and direct
staff to prepare a bid package and offer the property for sale to the highest qualified bidder.
DISCUSSION:
The property located at 860 Pacific Street is currently vacant due to the Parks and Recreation
Department relocating to their new offices on Nipomo Street. As the long range plan for the
property is to create additional parking spaces for use in the downtown, the building must either
be sold or demolished in order to accomplish this goal. The City's parking fund has assumed
ownership of the property since the Recreation Department has moved.
Staff has received several inquiries from various individuals for possible purchase of the building
and its relocation. Staff is in favor of preserving the building. As such, staff would recommend
that the building be offered for sale to any and all interested buyers. The condition of purchase
would be that the purchaser have a known site and that the relocation of the building be
accomplished no later than 90 days after the final sale of the building. This would allow staff
time to design and implement a parking lot expansion after the first of the year.
The building at 860 Pacific will be advertised for 90 days in accordance with the new demolition
and moving of buildings ordinance. However, should no bids for the property be received, or
should all bids received be unable to meet the criteria mentioned above, staff would recommend
to demolish the building and salvage as much artifacts or historical documentation of the building
as possible and proceed with the parking lot expansion project. Council has approved the CEP
budget for the parking lot expansion project. Finally, the removal of the building at 860 Pacific
is categorically exempt (Attachment A) from the provisions of the California Environmental
Quality Act (Section 15301), because the removal of the building will not pose a risk to the
public, surrounding property, or to natural resources.
CONCURRENCES:
The Community Development Department has concurred that it is in the interest of the City to
preserve this charming building as much as it is realistically possible. The City BIA Parking
Committee has concurred that the need for additional parking is important and the purchase of
this property was done with the intent of increased parking, as well as provide for future

expansion of the Marsh Street Parking Garage. The Cultural Heritage Committee has considered
the historical significance of this building, and although they agreed that the building has merit,
the committee voted unanimously to not place the house on the City's Historical Master List.
FISCAL EWPACT:
Staff does not anticipate that the sale for relocation of the building will generate any significant
revenue for the parking fund. In all likelihood, bids will probably range from $1 to $1,000 for
the building. This is due to the fact that relocating old buildings like this is very expensive, and
in order to make the project economically feasible, the building must be bought for little as
possible. Although the sale of the house will not generate any substantial amount of money for
the parking fund, if the building can be relocated it would save the demolition costs for the
parking lot expansion project. In the event no bids are received for the building, staff would
recommend to proceed as planned with the approved parking lot expansion project.

RESOLUTION NO. (1996 Series)
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SAN LUIS OBISPO DECLARING A BUILDING AS SURPLUS PROPERTY
WHEREAS, the City has acquired.the property at 860 Pacific Street for expansion of
downtown parldng, and;
WHEREAS, the Cultural Heritage Committee has considered the merits of the building
and found the house does not meet the criteria for historically significant buildings, and;
WHEREAS, the Community Development Department has reviewed the proposed
removal of the building and has determined there would be no significant environmental impact.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of San Luis
Obispo hereby declares:
SECTION 1. The building at 860 Pacific Street as shown in Exhibit A is surplus
property.
SECTION 2. That the removal of the building at 860 Pacific Street .is categorically
exempt from the provisions of the California Environmental Quality Act (Section 15301),
because removal of the building will not pose a risk to the public, surrounding property, or to
natural resources, and the City's Cultural Heritage Committee has determined that the building
is not culturally, historically, or architecturally significant.

SECTION 3. Disposal of the building shall be made by sale at public auction or by
another method of disposal in accordance with the City's surplus property policy as determined
by the Director of Finance to be in the best interest of the City.
