HomeMy WebLinkAbout11/07/1996, A-1 - APPOINTMENT OF CITY REPRESENTATIVES TO THE PERFORMING ARTS CENTER COMMISSION'S FACILITY COMMITTEE council Md//-7 j agenda aEpoRt CITY OF SAN LUIS OBISPO FROM: John Dunn, City Administrative Offic� SUBJECT: Appointment of City Representatives to the Performing Arts Center Commission's Facility Committee CAO RECOMMENDATION That the City Council appoint City Council member Dave Romero and CAO John Dunn to serve with representatives of the other two partners on the PAC Commission's Facilities Committee. DISCUSSION The oversight for the construction of the Performing Arts Center has been the assignment of the "Steering Committee", which has been in existence since 1990. The three-party committee has been served by, earlier, Council member Bill Roalman and CAO John Dunn and, more recently, Council member Dave Romero and the CAO. At the last meeting of the Performing Arts Center Commission, the goveming/advisory body (City representatives are Mayor Settle and CAO Dunn), it was decided that with the ending of the construction period and of the Steering Committee, that it was still desirable for the Commission staff(Ron Regier and Jim Chemoff, Technical Director) to have a group that they could continue to work with on building and equipment matters, particularly since some of the equipment is not purchased as yet, and review issues of what to buy, what to lease, and the cost efficiency and budget implications of the two approaches. The Commission members discussed the two major approaches to the situation, whether the Facilities Committee should be semi-autonomous to the Commission, or a subpart of it and regularly reporting to the Commission. The Mayor and I argued for the latter approach in order to keep consideration of all PAC issues unified under the auspices of the Commission, rather than to create a semi-independent body, where effort might later have to be expended in integrating their thinking and actions into its responsibilities of the Commission. That view prevailed with the Commission. There was also discussion of keeping continuity to the degree possible between the former Steering Committee (construction) and the Commission's Facilities (building and equipment) Committee. Consequently,the Mayor and I recommend that the City Council designate Council member Dave Romero and CAO John Dunn to serve with representatives of the other two partners on the PAC Facilities Committee.
