SUBJECT: Storm Drain Improvement Projects:
El Cerrito / Flora Easement, Specification No. 96-OSE
and California - Hathway to Stafford, Specification No. 96-OSC.
CAO RECOMMENDATION
Approve contract with Madonna Construction in the amount of$95,400 for Specification
No. 96-05E and authorize the Mayor to execute the contract.
Reject bids received for Specification No. 96-OSC and direct staff to re-evaluate the
project.
DISCUSSION
In February 1996, the City Council added $200,000 to the Capital Improvement Program for
flood improvements. Staff identified and Council approved certain priority projects. All but two
of the projects approved by the Council are either completed or are under construction. The two
projects remaining are the subject of this staff report.
Council on October 1, 1996 authorized the staff to advertise Specification No. 96-05E. This
project repairs the storm drain in the El Cerrito/Flora Easement. The low bid for this project was
received from Madonna Construction Company in the amount of $95,400. The engineers
estimate was $82,000.
The CAO on August 20, 1996 authorized the staff to advertise Specification No. 96-05C. The
project has now been advertised twice. The first time it was advertised no bids were received.
The project was advertised a second time with Specification No. 96-05E because Staff hoped,that
since the two projects are similar, more bidders would be interested and present bids for both.
The low bid for this projects was received from RMR Inc. in the amount of $57,290 The
engineers estimate was $40,000.
Both of these projects were designed by a consulting engineering firm. They also prepared the
estimate. The kind of work involved, lining existing pipes, is a specialty item and not often done
in this area. This is the probable reason for the bids being above the engineers estimate.
Since the total of the two bids exceeds the fund balance staff has evaluated the two projects and
recommends the project in the El Cerrito/Flora Easement be prioritized over the one in California
Blvd. The California project should be restudied and possibly redesigned to lower its cost and
allow portions of it to be constructed with any funds remaining after this and the other projects
already under construction are completed. The basis for the prioritization of the El Cerrito/Flora
project over the California project is the extensive deterioration of the existing pipe, the
difficulty in accessing the pipe and the potential for damage to private property should the pipe
fail.
FISCAL EMPACT
On February 27, 1996 Council authorized $200,000 to be budgeted for Storm Drain
Improvements. Approximately $80,000 has been obligated for other projects, leaving $120,000
to support this project.

ALTERNATIVES
1. The Council could choose to fund both projects by appropriating an additional $47,000
from the General Fund. Staff does not support this option because it is felt that redesign
of the California project can lower its cost. However, even with the redesign, the project
will most likely cost more than the $14,600 fund balance and additional City Council
action will be necessary.
2. The Council could also choose to award the contract for the El Cerrito/Flora project as
recommended and direct staff to drop the California project. Staff continues to
recommend the California project as a needed project. If it is deleted now it will appear
again on other lists of deficient storm drainage systems.
