SUBJECT: Revised Promotional Coordinating Committee Grants-in-Aid Criteria
CAO RECONIIVIENDATION
Approve the revisions for Grants-in-Aid criteria proposed by the Promotional Coordinating
Committee (PCC).
DISCUSSION
At the July 7, 1996, City Council meeting the Council approved the 1996-97 grants-in-aid
recommendations made by the PCC. At the same time, the Council requested that the PCC
review and revise the grant requirements to more fully reflect the intention of the grant program.
The Council was concerned that grant requests were being submitted for purposes not originally
intended by the program.
The PCC's grants-in-aid subcommittee met with its Council liaison, Dodie Williams, to receive
additional clarification about the Council's concerns. After that meeting, the subcommittee
prepared revisions of the criteria which were then approved by the full PCC at its November 13th
meeting.
The current grant criteria, while quite specific about some requirements such as non-
discrimination requirements and fiscal stability, were overly broad as to acceptable grant
purposes. Traditionally, PCC grants have been given to organizations offering cultural
advantages to the City of San Luis Obispo. More recently, grants have also been made to
organizations offering recreational opportunities which bring tourist dollars into.the City. The
existing criteria did not clearly make the linkage between recreational activities and tourism
promotion, with the result that grant requests have been received for such things as a campership
program offered by Campfire Girls and materials for a Woods Humane Society camp program.
Additionally, there were several criteria which have been consistently used by the PCC, such as
not funding office space or equipment, which were not expressly written into the grant
requirements.
The attached new listing divides the criteria into two sections: Applicant Criteria and Grant
Criteria. It retains all of the current criteria, placed in the appropriate section. It also adds
specific language linking tourism enhancement requirements to recreational programs and states
that grants will not be made for office overhead and staff, rental of space, equipment or
scholarships and camperships. Finally, it indicates that special consideration will be given to
events which occur during non-peak tourism months, that are a result of an anniversary or grand

opening and provide increased promotional opportunities or are brand.new and require "seed
money". The PCC believes that not only will this new listing of criteria help applicants when
preparing their grant requests, but it will.also make th'e PCC's evaluation process easier.
FISCAL IlMPACT �!
There is no fiscal impact to revision of'the grant criteria.
ALTERNATIVES
If the Council wishes additional changes made to =the grant criteria, it may direct the PCC to
make those changes and return for Council approval.at a later date.

DRAFT REGULAR MEETING MINUTES
November 13, 1996

1. CALL TO ORDER
The meeting was called to order at 5:31 p.m. by Chairman Bill Pyper,with the following members
present: Sandy Baer, Pati Brown, Natalie Diggins, Carol Ann Lockary and Dianne Long. Absent
was: Anne Cruikshanks. Wendy George served as staff. Also present were: Maggie Cox,
Jennifer Best, Lynn Latronica (VCB) and Craig Carlstrom (Highway 101 signs designer).
2. PUBLIC COMMENT
There was no public comment.
3. APPROVAL OF MINUTES
The minutes were approved by acclamation.
4. REQUEST FROM CENTER POINT THEATRE GROUP
This item was postponed for discussion later with the grant criteria in Item 6.
5. REPORT ON HIGHWAY 101 SIGNS
Craig Carlstrom, designer of the signs, was present to update the PCC members on the project
status. Approval for sign placement was received from the state about a month ago. Plans have
been submitted to the City and the County for plan checking. The County has returned the plans
for the southbound sign with a request for some additional electrical information. Craig has
obtained that information and resubmitted the plans. He expects approval from the County shortly.
Plans for the northbound sign have been submitted to the City. He is still waling to hear back on
any corrections or additions that must be made. Once the two sets of plans have been approved,
bid documents will be prepared and advertised for 30 days. An additional 30 days will be allowed
for bid submittal. Construction time is anticipated to be 45 days. At this point, the timeline
estimates completion in mid-May.
6. PROPOSED GRANT CRITERIA CHANGES
The PCC was pleased with the proposed changes suggested by the GIA subcommittee, but
suggested that the word "equipment" in Section 8 (a) of Grant Criteria be moved to its own
separate fine in that section. On a motion by Pati Brown, seconded by Sandy Baer, the PCC
unanimously accepted the changes as modified and directed that they be forward to the Council
for approval..
Discussion then followed on the Center Point Theatre grant request. Based on the fact that the
PCC has traditionally turned down grant requests for equipment, the PCC fell that Center Point
Theatre should be asked to resubmit the request with the funding directed toward promotional
materials. Staff was asked to apologize for the PCC's failure to make this requirement known to
the organization at the prior meeting. It was moved by Pati Brown, seconded by Carol Ann
Lockary, that Center Point Theatre be asked to resubmit its grant request since the PCC has
historically not funded requests for equipment. The motion was approved unanimously.
