SUBJECT: SURPLUS CITY PROPERTY
CAO RECOMMENDATION
Adopt a resolution declaring equipment as surplus property.
DISCUSSION
Section 906 of the City Charter requires that the City Council approve the sale or disposal
of surplus property with an estimated value greater than $100. The following items are
recommended for surplus by the Departments of Public Works, Fire, Finance and Parks and
Recreation.
■ Public Works. The Public Works Director has identified one piece of equipment and two
vehicles as surplus to the need of the City. The street sweeper recommended for surplus
will not be replaced as part of a planned reduction in fleet size as previously approved in
the 1995-97 Financial Plan. The hydro-crane and the turf mower have been replaced in
accordance with the replacement guidelines in the City's Equipment Replacement Program.
■ Fire Department. The Fire Chief has identified one vehicle as surplus to the needs of
the City. The pickup truck has been replaced in accordance with the replacement guidelines
in the City's Equipment Replacement Program.
■ Finance Department. The Director of Finance has identified three pieces of equipment
as surplus to the needs of the City. A value of $500 for the Uninterrupted Power Supply
was estimated by the City's auctioneer. Values for the printers were established by staff
soliciting bids from recognized industry resellers. Estimated values ranged from $150 to
$750. The brokers who were contacted for prices were not interested in purchasing the
printers, but through these contacts a prospective buyer has made a firm offer of $500 for
each printer.
■ Parks and Recreation. The Parks and Recreation Director has identified a fiberglass
backboard as surplus to the needs of the City. The backboard had been in use at
Sinsheimer Park tennis courts, but was removed after considerable input from nearby
residents due to unacceptable noise levels generated from use of the backboard. Parks and
Recreation and Public Works Department staff have reviewed other City park sites and
approached the school district with the possibility of placing the backboard on a joint use
site but nothing has been found.
All items proposed for disposal are more fully described on Exhibit A The disposal method
will be in accordance with the City's surplus property policy as determined by the Director
of Finance to be in the best interest of the City.
CONCURRENCES
The Department Heads for Public Works, Fire, Finance and Parks and Recreation concur
with this recommendation.
FISCAL IMPACT
It is anticipated that the City will receive $12,500 in proceeds from the disposal of the
vehicles and equipment.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SAN LUIS OBISPO DECLARING EQUIPMENT AS SURPLUS PROPERTY
WHEREAS, the City Charter requires that the City Council approves the sale
or disposal of surplus property.
BE IT RESOLVED, that the City Council of the City of San Luis Obispo
hereby declares:
SECTION 1. All items of property listed in Exhibit A attached and incorporated
herein by reference are surplus property.
SECTION 2. Disposal of the property shall be made by sale at public auction or by
another method of disposal in accordance with the City's surplus property policy as
determined by the Director of Finance to be in the best interest of the City.
