Dear Ladies and Gentlemen:
This letter is to document our opposition to the planned development of a Prado Road location for a Pet
Superstore with an adjoining corporately owned veterinary clinic. We hope that the following will serve to
document that the current veterinary service needs within the San Luis Obispo area are now being fiilfilled
by a diverse group of local veterinarians. In 1994 a feasibility study was conducted to evaluate the
veterinary service market in the San Luis Obispo area. This study was done from data provided by the
American Veterinary Medical Association, demographic study of 1991 and figures from the San Luis
Obispo Chamber of Commerce Economic Profile of 1994. Adjusted for growth from 1994 to 1997, this
feasibility study shows the current market able to sustain 8.7 small animal veterinarians. As you will see on
the attached map, this very accurately represents the current number of veterinary clinics and veterinarians
providing services to the San Luis Obispo area. Combined, the local clinics and veterinarians have an
annual total gross revenue of $ 1,734,700.00 with employment of 31 full time employees and 28 part-
time employees. These clinics and hospitals have been serving the community an average of 26 years each.
We hope from the above that it is apparent to you that the community's needs are being met by the current
available veterinary clinics and hospitals. Further, these services are provided by those who live and
reinvest in the local community. If allowed to develop in this area, our question to you is, What good
things would Petsmart and Vetsmart add to the local community?" Given the current saturation of the
local veterinary service community, we see no need for additional veterinarians within the area. Clearly the
numbers indicate that should additional veterinary facilities develop within the San Luis Obispo area, there
would only be displacement of current veterinarians by those seeking services in the new facility. Any
profits generated by the corporate owned veterinary facility would not be reinvested within the local
community, causing a loss to the San Luis Obispo Community as a whole.
Our group would like to see growth within San Luis Obispo such that additions are made to the local
economy with new services and industries not currently in place in San Luis Obispo. This type of growth
speaks to the needs of a healthy and diverse local economy without displacing current members of the
community.

City Council Meeting 12/3/96 Agenda item on Prado Road development
The current land use policy re downtown is like a fat lady's girdle - no
room to expand and its squeezing the economic life out of our town.
The permanent population of SLO is 42,945 (which includes 7,000 students
here all year) 17.5% are above 55 years of age, 32% are ages 18-24, a total of
21,515. The students work for minimum pay, part time. The retired mostly live
on pensions. The Telegram-Tribune ran an article 11/21 that was misleading,
entitled "Seniors boost per capita income" but the UCSB Economic Forecast
project told me yesterday that those people with portfolios are all ages, not just
seniors. Don't forget that the Dow Jones goes up and down and that income-
boosting factor in our per capita figures is ephemeral and cannot be the basis
for future economic planning. Before you celebrate the huge spending spree
this season, remember half of those families will be paying off their credit cards
all next year at 18% interest.
In addition, there are in this city 358 families (between 716-1074 persons)
who will have their welfare grants reduced - $456 - $565 on Jan. Ist. That's
barely enough for rent in this town. And then there are the poor without
children who will lose their food stamp eligibility.
The per capita income of this county is $21,281. This is lower than 27 other
California counties. Out of 58 counties, we are in the lower half of income. So
why are all the large discount houses 35 miles away? Don't we poor deserve a
chance to buy here? For those who can't afford the high prices and limited
selections of stores here, must we resort to catalogues and pay shipping and
handling? We need big discount stores with low prices due to high volume sales
and with large inventories — but not just on Prado road but in addition to
Prado road.
We don't need another freeway interchange -just build a covered pedestrian
bridge over the freeway connecting the two sides and let the people park over
there. If Dalidio is also developed they will have to provide additional parking
anyway. And Madonna road is already widened.
