CAO RECOMMENDATION:
By motion,
1) Approve specifications for" Street Reconstruction&Resurfacing Project:
Specification No. 9604-520-553";
2) Authorize staff to advertise for bids;and
3) Authorize the CAO to award the contract if the lowest responsible bid is within the budget.
DISCUSSION:
On January 26, 1993 the Council approved a master agreement between the City and State for the
expenditure of State Local Transportation Partnership Program (SLTPP) funds on city projects.
Every year the City budgets funds to complete street reconstruction and resurfacing projects. The
SLTPP provides a small reimbursement to that program on a yearly basis. The reimbursement
varies,but has traditionally been about 5%of the construction costs.The proposed roadway project
involves the Cycle 7 reimbursementportion of the master program.
This project involves the resurfacing of streets that were identified in the previous pavement
management program and submitted to the State for SLTPP (Cycle 7) reimbursement. Should
Council determine not to approve the resurfacing of any or all of these streets,they would not be
eligible for the SLTPP program until cycle 12 or five years. The streets involved are: Graves from
Slack to Loomis, Park from Wilson to Phillips,Oak from Santa Rosa to the southerly end,Foothill
from Califoriato its northerly end,and Crandall from Foothill to the northerly city limit line.
Any funds that remain following this proposed street resurfacing project will be used to fiord
projects identified with staffs new pavement management program.
CONCURRENCES:
The Community Development Department has approved this project for environmental clearance.
