J FROM: Ken Hampian,Assistant City Administrative Officer SUBJECT: Additional Appropriation for Highway 101 Entry Signs In previous actions over the past two years, the City Council approved the Promotional Coordinating Committee's (PCC) recommendations to use $40,000 in Enhanced Promotional funds to design and construct monument entry signs on Highway 101 at the northern and southern boundaries of the City limit. The signs have been designed and the bid responses were received on May 8, 1997. The lowest bid exceeds the funds remaining for this project by approximately $15,000. Staff will be asldng the PCC to approve a recommendation to Council that an additional appropriation from the current fiscal year's Enhanced Promotional Fund be used to make up most of the deficit. That recommendation cannot be approved until the PCC's May 14' meeting. Assuming approval is received from the PCC, an Agenda Report will be prepared for the Council prior to the May 20' Council meeting. �- 9-/ MEETING GENDA DATE S= TEM # MEMORANDUM May 20, 1997 TO: City Council Members VIA: John Dunn, City Administrative Officer ITT/ FROM: Ken Hampian, Assistant City Administrative Officer SUBJECT: Highway 101 Entry Signs As the Council is aware, the project to design and build monument entry signs at the northern and southern City limits has been long and complicated. Design was finally completed and the project was bid out at the end of April. The bids came in significantly higher than was anticipated by engineering, and staff returned to the Promotional Coordinating Committee (PCC) to request that it recommend spending additional enhanced promotional funds to complete the project. The PCC could not act on this recommendation until its May 14'meeting, which was after the agenda close deadline for the May 20" Council meeting. In order to expedite construction of the sign before the tourist season was over, staff placed an item on the May 20'agenda, in anticipation of the PLC's action. At the PCC meeting of May 14`x, the PCC recommended funding the southern sign with 1996-97 enhanced promotional funding and the northern sign with 1998-99 enhanced promotional funding (assuming such funding was approved as part of the upcoming budget process). It also directed staff, prior to asking the Council to approve the funding, to place the design of the southern sign back on the Architectural Review Committee agenda to see if the ARC would approve eliminating some of the design features which were driving up the cost of the sign. As a result, the issue of the entry signs has been pulled from today's Council agenda. In the meantime, Administration staff has worked with Public Works staff and has found that there are some remaining Public Works project funds which can be combined with the remaining 1996-97 enhanced promotional funds to allow the project to go forward as originally designed close to the original time frame and not delayed over two fiscal years. Assuming approval of this funding approach by the PCC, a recommendation from the PCC will be coming to the Council as part of the June 3'agenda.
